Each year the IAEM-Global Editorial Work Group recommends special focus issue topics to the IAEM-Global Board. Special focus issues of the IAEM Bulletin are published four times a year, are generally longer than the other monthly issues, and focus on one special topic of interest to the IAEM membership. For issues that are not on a special theme, articles on any topics of interest to IAEM members are welcome. In 2015, we published special focus issues on these four topics: Consequence Management and Public Health Implications; Social Media and Emergency Management; Marketing your EM Program; and Expanding the Spectrum of Emergency Management. What topics are you interested in learning about or sharing your knowledge with members in 2016? The Editorial Work Group welcomes your suggestions. Please share your ideas with Karen Thompson, editor, or Daryl Spiewak, work group chair, by Dec. 1, 2015.

Soon after terrorists killed 129 people and wounded more than 350 others in Paris on Friday night, the city activated its "Plan Blanc" strategy, a coordinated response to mass casualty facilitated by its hospitals' largely municipal governance.
France, a country roughly the size of the state of Texas, organizes hospital response plans on a local level but within a national frame. Each region's Plan Blanc fits within the Orsan plan, a nationalized strategy to prepare for mass casualty events such as accidents, disasters or public health emergencies.

Weather-related disasters such as floods and heat waves have occurred almost daily in the past decade — nearly twice as often as two decades ago — and Asia is the hardest-hit region, the United Nations said in a report.
While the report's authors didn't pin the increase wholly on climate change, they said extreme weather events were likely to increase.
Since 1995, weather disasters have killed 606,000 people, left 4.1 billion injured, homeless or in need of aid, and accounted for 90 percent of all disasters, it said.

The deadly earthquake that struck northern Pakistan last month exposed the nation's lack of preparedness and weak resilience to respond, cope with, and recover from natural disasters. It is ironic that a country that has been struck by at least 40 earthquakes since 1970 has still not been able to strengthen resilience to reduce disaster risk. The majority of our people lack awareness regarding what to do and what not to do in an event of a natural disaster.

The InterAgency Board (IAB) recently published a report on "Improving Active Shooter/Hostile Event (ASHE) Response: Best Practices and Recommendations for Integrating Law Enforcement, Fire, and EMS." The report address best practices and recommendations in five focus areas: policy; planning; medical, rescue and equipment; training and exercises; and incident command. It condenses and organizes 29 specific recommendations into 10 broader recommended best practices. The IAB will continue to be a platform on this topic. This report will help guide future working meetings focused on preparing detailed, implementable guidelines scaleable for use by all jurisdictions in planning, training, exercising, and responding to an ASHE. The report was compiled by participants of the Active Shooter Summit, convened by the IAB in Charlotte, North Carolina, Mar. 17-19, 2015. Participants included law enforcement, fire, and EMS responders from municipalities in the United States and United Kingdom, several state and federal agencies, and Texas State University.
