New report backs effort to resurrect Alberta's wildfire rappel program, say advocates

A group of firefighters trained to rappel into the front line of a wildfire is calling on the government to reverse program cuts after a report recommended Alberta invest in its initial attack supports.
The Alberta government cut the provincial wildfire rappel program and staffing in watch towers in November 2019 as a cost-saving measure.

The IAEM-USA Region 3 Virtual Symposium, “Emergency Management in the New Normal,” presented by Region 3 and George Mason University’s Schar School of Policy and Government and scheduled for Dec. 7-11, will provide a virtual forum to highlight FEMA updates, college/university focused panel, networking trivia night, BRIC/grant session, diversity and inclusivity, and Region 3 membership meeting. The symposium is open at no charge to IAEM members and at a nominal charge of $5 to non-members, but you must register online by Dec. 3, 2020. FEMA agreement enables UMGC degree programs to accept EMI courses as transfer credit
IAEM
The Federal Emergency Management Agency’s (FEMA) Emergency Management Institute (EMI) signed an articulation agreement with the University of Maryland Global Campus (UMGC), which enables UMGC degree programs to accept EMI courses as transfer credit based on the credit hour recommendations provided through EMI’s accreditation with the American Council on Education. More than 174 EMI courses and their various versions have been evaluated. Current or former EMI students can earn transfer credit for their coursework toward a bachelor’s degree through UMGC. UMGC’s transfer policy allows for up to 90 credits toward a bachelor’s degree from a variety of sources. To apply or learn which courses have been evaluated for college credit, visit UMGC. The potential size of the delivery is enormous. Just providing a single dose to 7.8 billion people (the number considered to be the minimum necessary) would fill 8,000 747 cargo aircraft. And vaccines cannot be delivered globally without the significant use of air cargo.

Successful implementation of a national COVID-19 vaccination program requires precise and close coordination across the federal government, as well as state, local, territorial, and tribal (SLTT) governments and among many public and private partners. In support of this effort, FEMA released the COVID-19 Pandemic: Vaccination Planning Frequently Asked Questions (FAQ). These FAQs, provided to state, tribal, and territorial officials, provide information on federal coordination support efforts, federal funding sources, FEMA Public Assistance eligibility for vaccination mission support activities, insurance considerations, Direct Federal Assistance, and resources for SLTT partners.

House bill would create NOAA-led national database to help coastal communities confront rising seas

Legislation recently introduced in the House calls for the creation of a sea level-tracking database—deemed the National Coastal Data Information System—to inform people in frontline coastal communities how climate change is uniquely impacting their areas, and ultimately advance their preparedness for future natural disasters.
If passed, the National Sea Level Risk Analysis Act would mandate the National Oceanic and Atmospheric Administration to capture and centralize vast, countrywide coastal data on the flood risks so many are enduring.

Beginning in early 2020, Dr. Drew Miller published a series of articles under the broad topic of “Triggered Collapse” in Domestic Preparedness. Drew is a published author, guest speaker, Air Force Reserve Colonel, intelligence officer, and honor graduate from the United States Air Force Academy. Adding to these credentials, he earned both a master’s degree and Ph.D. in public policy from Harvard University. The articles have been reprinted as a special issue. The recording of a Nov. 13 webinar hosted by IAEM-USA Region 1 and presented by FEMA Region 1, “Organizations Preparing for Emergency Needs,” is now available for IAEM members. FEMA Region 1 provided an introduction to small business and community preparedness, including 10 actions that promote community resilience. The session familiarized the audience to a program that they (or their designee) can provide to small businesses, nonprofits, faith-based groups, and others. The program helps small businesses understand their role in emergency management and how it is critical in providing services to resume activity before, during, and after disasters. The course has been described as pre-continuity of operations for business decision-makers unfamiliar with emergency management.

NIST Community Resilience Planning Playbook now available

Local officials, businesses, and planning and design professionals who want to make their communities more resilient to hazard events – natural or otherwise – can get straightforward, action-oriented guidance from the National Institute of Standards and Technology (NIST). The recently published NIST Playbook captures key actions that communities of any size can take to better position themselves to deal with potential hazards with a user-friendly, concise format. It complements the two-volume NIST Community Resilience Planning Guide for Buildings and Physical Infrastructure Systems which has been used by communities in a variety of ways. The Guide recognizes the communities must prioritize their limited resources and that improving resilience is a process achieved over time. The Playbook format and templates help communities more easily use the Guide.

Philippines: Moving forward after Ulysses

Being situated along the “Ring of Fire” and the “Typhoon Belt”, the Philippines is exposed to tropical storms and usually suffers from various natural disasters and calamities such as earthquakes, volcanic eruptions, and flooding.
Based on the 2018 World Risk Report, the Philippines ranked third in terms of disaster risk index, and the highest risks are those of earthquakes reported with 10 risk index points and tropical cyclones of 9.5 risk index points.

Record-setting cyclone Gati leaves death, destruction in Somalia

Eight deaths are being blamed on Tropical Cyclone Gati, the first hurricane-strength system to hit Somalia in recorded history.
Gati made landfall about 6 p.m. Sunday local time over the city of Hafun with sustained winds of 105 mph, the equivalent of a Category 2 hurricane.

Wildfires in 3 states leave 1 dead and destroy thousands of acres

Wildfires have scorched more than 8.7 million acres across the country this year, but the season is still not over. Right now, there are three new wildfires burning in the West: the Mountain View Fire, the Pinehaven Fire and one in Bear Creek Park.
A 20,000-acre wildfire burning along the California-Nevada border has left one person dead. The wildfire south of Lake Tahoe has destroyed dozens of homes, according to the Mono County Sheriff.

Mudslide destroys nightclub in Colombia, leaving 7 dead
The Associated Press
A mudslide destroyed a dance club and killed seven people in northern Colombia early Monday as the country reels from heavy rains.
The disaster management agency for Antioquia state said that the landslide occurred around 1 a.m. while about 20 people were drinking and dancing in the small club, located near the town of Valdivia.
