The Federal Emergency Management Agency (FEMA) has released the first annual report on agency implementation of the Disaster Recovery Reform Act of 2018 (DRRA). The report provides an overview of the DRRA, highlights how FEMA’s strategic goals align to the act, and describes FEMA implementation efforts and achievements since 2018. FEMA has implemented more than half of the provisions identified in the law, including: expanding support for mitigation; increasing the amount of assistance available to individuals following a disaster; and publishing guidance on the prioritization of assistance during power outages, identification of evacuation routes, and coordination of emergency response plans for hazardous materials. The DRRA contains 56 provisions that require policy or regulation changes that amend the Robert T. Stafford Disaster Relief and Emergency Assistance Act, to strengthen the nation’s capabilities to prepare for, mitigate against, and recover from major disasters.

The Readiness and Emergency Management for Schools Technical Assistance Center (REMS TA Center) has published a new tip sheet, “10 Tips for Teaching the Psychological First Aid Model (PFA),” to help education agencies implement the PFA model at their site. PFA is an evidenced-based intervention model to assist students, staff members, and families in the immediate aftermath of a disaster or emergency event. The model was designed to reduce the initial distress and trauma caused by emergencies and help students return to their usual school-based activities after such an event. Using brief and effective interventions in the form of the five steps of PFA (Listen, Protect, Connect, Model, and Teach), schools can provide a long-lasting, positive influence on trauma-related stress. The eighth edition of the “BC Management Crisis Event Impact Report” has been released by Business Continuity (BC) Management, and a copy can be requested here. The 2019 study focused on which events are resulting in business continuity activation. The free report includes a summary of crisis events, along with their estimated impacts. The data contained throughout the report highlights: which events trigger the highest concerns; how prepared are organizations; how have events impacted business operations, employees and downtime; what have been the financial impacts; and how involved were the executives during an incident. Since 2001, BC Management has been gathering data on business continuity management programs and compensations to provide professionals with the information they need to elevate their programs.
Domestic Preparedness
There is no way to list or train for the innumerable mass casualty scenarios that a responder could face on any day, at any time, in any place. This means that no emergency response can be perfect and no plan flawless. However, rather than focusing on the “what ifs” after an incident, responders need to decide on the “what nows.” The military and civilian responders to the 16 September 2013 Washington Navy Yard shooting have done that.
