If you were unable to attend the IAEM 2015 Annual Conference, there is still a way to see the presentations that you missed and earn certification credits. Participation in the Annual Conference via Digital Pass earns credit toward the IAEM Certified Emergency Manager (CEM®) and Associate Emergency Manager (AEM®) programs under Training or Professional Contribution (Category B, Professional Conference Attendance). Each year the IAEM-Global Editorial Work Group recommends special focus issue topics to the IAEM-Global Board. Special focus issues of the IAEM Bulletin are published four times a year, are generally longer than the other monthly issues, and focus on one special topic of interest to the IAEM membership. For issues that are not on a special theme, articles on any topics of interest to IAEM members are welcome. In 2015, we published special focus issues on these four topics: Consequence Management and Public Health Implications; Social Media and Emergency Management; Marketing your EM Program; and Expanding the Spectrum of Emergency Management. What topics are you interested in learning about or sharing your knowledge with members in 2016? The Editorial Work Group welcomes your suggestions. The Vietnam Red Cross Society launched a project today to build people's resilience in areas prone to natural hazards in central Vietnam.
The project is likely to benefit more than 430,000 residents of 68 communes and wards in the central provinces.
The $2.5 million project will be funded by the United States Agency for International Development through its five partners: American Red Cross, Save the Children, Plan International and Catholic Relief Services, besides HelpAge International.

IAEM-USA is conducting its ninth annual survey seeking information from U.S. local and tribal government emergency management offices about Emergency Management Performance Grant (EMPG) funding. If you are a U.S. local government or tribal government emergency manager, we need your participation. IAEM is seeking input from local jurisdictions, while the National Emergency Management Association (NEMA) seeks state-only input from state directors. A joint IAEM-NEMA report will be written and provided to Congress. Significant progress has been made in recent years in educating members of Congress on the importance of building and maintaining strong emergency management programs at the local level, as well as the role of funding, particularly EMPG funding, in building such programs. The narrative questions at the end of the survey are of particular importance. Those help paint the picture. Please visit the IAEM-USA Government Affairs web page to download an invitation from Robie Robinson, CEM, IAEM-USA President, and a copy of the survey to assist you in gathering information. The online survey will be open until Dec. 31, 2015.

The Federal Emergency Management Agency (FEMA) seeks public comments on proposed changes to regulation describing FEMA's Individual Assistance (IA) declarations criteria. The proposed rule was published in the Federal Register. Learn more and submit comments online by Jan. 11, 2016. The Sandy Recovery Improvement Act (SRIA) requires FEMA to review, update and revise, through rulemaking, the factors it uses to measure the severity, magnitude, and impact of a disaster. The proposed rule, which has a 60-day public comment period, is intended to provide more objective and clear IA declaration factors and speed the declaration process, including FEMA's recommendation to the President on whether a major disaster declaration authorizing IA is warranted.

After years of planning, www.ready.gov became mobile-friendly, with the ability to access it by phone, table, and desktop computer and have the same content experience. The Federal Emergency Management Agency (FEMA) continues to update and streamline content on the site. Since www.ready.gov and www.fema.gov are both mobile-enabled, m.fema.gov will be terminated this month as it is no longer needed.

As a wall of water moved toward low-lying towns and villages, people attempted to flee in cars — and drowned in massive traffic jams. The Federal Emergency Management Agency (FEMA) has published the Public Assistance (PA) Program and Policy Guide, which combines existing policies into one searchable document. FEMA has merged and streamlined the language in the guide to: provide clear and concise policy language to minimize multiple interpretations; increase consistent and efficient PA Program eligibility determinations of applicants, facilities, work, and costs, thereby minimizing appeals; eliminate duplicative language and redundancy; and provide ease in searching for policy language on specific topics. The new guide, which replaces all existing PA publications as well as the 9500 series policies, will be effective for disasters declared on or after Jan. 1, 2016. Disasters that were declared prior to Jan. 1 will still follow the 9500 series policies, which were in effect at the time of the disaster being declared. There are no substantive policy changes in the new guide, which will be updated annually.

Applications for the Fiscal Year (FY) 2015 Assistance to Firefighters Grant Program (AFG) will open on Dec. 7, 2015, at 8:00 a.m. EST, and will close on Friday, Jan. 15, 2016, at 5:00 p.m. EST. AFG Program funding in the amount of $306 million is provided through the Department of Homeland Security Appropriations Act, to assist fire departments and nonaffiliated ambulance and EMS organizations in meeting their firefighting and emergency response needs. Grant guidance for this program will be available at www.grants.gov, and is currently available here for applicant review. The Federal Emergency Management Agency's Emergency Management Institute (EMI) will partner with the DHS Office of Academic Engagement, FEMA Region VII, and the U.S. Fire Administration to present a webinar on "Tools for Creating Campus Resilience," on Wednesday, Dec. 16, 2015, 1:30-2:30 p.m. EST. The discussion will focus on ReadyCampus, the DHS Campus Resilience Pilot Program for Colleges and Universities. ReadyCampus is a student-centered program that brings together public and private organizations, as well as local volunteer organizations, to teach general preparedness to students and staff. Additionally, the U.S. Fire Administration's Campus Fire Safety Program will be discussed. Since natural, technological, and health hazards can affect daily campus operations, universities are encouraged to regularly review, update, and exercise their emergency plans. One person was killed in Venezuela when a rockslide was triggered by a 5.1-magnitude earthquake in the state of Mérida, causing a traffic collision.
The Venezuelan Foundation of Seismological Research, or FUNVISIS, reported the epicenter of the earthquake was located about 18 miles southeast of the town of El Vigía at a depth of about 3 miles. Multiple aftershocks were recorded in the region.
