FEMA summit seeks to address top civil rights issues in emergency management
The Hill
In its third annual Civil Rights Summit this week, the Federal Emergency Management Agency met with representatives from a group of diverse organizations to determine how the agency can better address inequities in its work.
Members from FEMA joined representatives from Asian Americans Advancing Justice, an organization advocating for civil rights for Asian Americans, and The Trevor Project, a nonprofit that focuses on ending suicide among LGBTQ-identifying youth, to discuss housing inequities, patterns of discrimination and the disenfranchisement and vulnerabilities of underserved communities.

Wildfires are burning an ever-larger hole in state budgets

The growing cost of wildfires is putting bigger strains on state budgets, often forcing public officials to scramble to find money for firefighting efforts, researchers at a think tank warned Wednesday.
The words of caution come from a new report from The Pew Charitable Trusts that describes the increased demands on fire-related programs. The report also highlights the complex budgetary maneuvers that state officials must take to share costs of fire prevention and fire suppression with local and federal agencies.

A new law requires agencies to better prepare for natural disasters

Federal agencies will soon have to think more carefully about their exposure to risks from natural disasters, with President Biden on Monday signing into law a measure that will force agencies to respond more deliberately to climate change.
The Disaster Resiliency Planning Act (S. 3510) will task agencies with incorporating their specific exposure to catastrophic events into their asset management and investment decisions.

Data reflects nation's need for disaster recovery shift

Many emergency managers have long since recognized that as the nation continues to respond to disaster after disaster, most of them climate related, it’s past time to look at managing disasters from the standpoint of overall resilience — and from a national level — instead of pouring money into recovery efforts.
A 650-page report titled the Atlas of Disaster, a collaboration between Rebuild by Design, iParametrics and APTIM, found that between 2011 and 2021, 90 percent of U.S. counties experienced a climate-related federal disaster.

FEMA now accepting volunteers for the BRIC Review Panel

FEMA has begun the panelist solicitation process for the Building Resilient Infrastructure and Communities (BRIC) grant program for the Fiscal Year 2022. The agency is also convening a virtual National Review Panel to score sub-applications. FEMA is accepting Expression of Interest forms from Dec. 1, through Jan. 15, 2023. The review panel helps increase transparency in decision-making while building mitigation capability and partnerships. FEMA is seeking current government employee volunteers from state, local, tribal, and territorial governments, and other federal agencies to participate on the panels. These volunteers will leverage their experience and expertise during the review to assess the degree to which sub-applications meet the six BRIC qualitative scoring criteria. BRIC National Review Panelists will participate and contribute to the decision-making process for program review while having the opportunity to engage with other fellow panelists for networking, knowledge sharing, and partnership building. DHS names inaugural members of Tribal Homeland Security Advisory Council

Today, as part of the White House Tribal Nations Summit, Secretary of Homeland Security Alejandro N. Mayorkas announced the appointment of 15 members to the first ever Tribal Homeland Security Advisory Council, to advise on homeland security policies and practices that affect Indian Country, including emergency management, law enforcement, cybersecurity, domestic terrorism and targeted violence, and border security. The members announced today represent more than 564,000 registered tribal members, 178 villages and village corporations, and collectively embody an extensive knowledge base of homeland security subject matter expertise.

Predicting Mother Nature: Weather stations to aid agriculture, emergency response

New Mexico will soon become home to the highest number of weather stations in the United States, thanks to appropriations of federal and state funding to expand the state’s existing weather station network.
The ZiaMet Weather Station Network will consist of weather stations at each of the state’s 12 agricultural science centers, which are operated by the NMSU Agricultural Experiment Station in the College of ACES, along with other areas throughout New Mexico.

The Cybersecurity and Infrastructure Security Agency (CISA) and the Federal Bureau of Investigation (FBI) released a joint cybersecurity advisory to warn critical infrastructure organizations of tactics, techniques, and procedures (TTPs) and indicators of compromise (IOCs) associated with Cuba ransomware.
The FBI and CISA have observed threat actors using Cuba ransomware from November 2019 through August 2022, pursuing attacks against financial services, government facilities, technology companies, manufacturers, and healthcare organizations.

Hazus 6.0 Inventory Technical Manual is now available

FEMA’s Hazus Team is excited to announce that a new Hazus 6.0 Inventory Technical Manual is now available on its Hazus User and Technical Manuals page. The manual provides detailed information on FEMA’s new Hazus 6.0 inventory datasets and methodologies used by all four natural hazard models – earthquake, flood, hurricane, and tsunami. The manual describes the classification of different buildings and utility and transportation infrastructure systems. It also describes the data supplied with the Hazus software, as well as data and attributes required for performing damage and loss estimation, and more.

Candidates due to recertify as an AEM or CEM this year are reminded to submit the recertification application through the online portal documenting continuing education/training and professional contributions. The submission deadline is 11:59 p.m. EST, on Dec. 31, 2022. Specific requirements based on the recertification year, as well as current recertification fees, can be found on the IAEM website. Keep in mind that the recertification fee must be applied to the candidate’s account before submitting the application. Payments made online are processed the next business day so plan accordingly.

What is interprofessional education? Interprofessional education (IPE) occurs when students from various educational backgrounds come together to learn and facilitate interprofessional collaboration. Terry "TC" Cooper, CEM and doctoral candidate at the University of New Haven, is conducting a study and surveying certified emergency managers as part of his doctoral thesis. The study aims to understand interprofessional education for curriculum development regarding public health emergency management. Results from this survey will provide insight into specific challenges from the perspective of emergency managers. Participation is voluntary. Please consider supporting by taking the survey.

The World Bank supports the Dominican Republic in its efforts to improve disaster risk response

The World Bank Board of Directors today approved a US$ 230 million Development Policy Loan with a Catastrophe Deferred Drawdown Option (Cat-DDO) to support the Dominican Republic’s disaster risk management efforts. Cat-DDO can be quickly disbursed to respond to a natural disaster or health-related event. The program seeks to improve the government’s capacity to strengthen disaster preparedness, response and recovery, benefiting the Dominican population, especially the most vulnerable segments.

Colombia landslide leaves at least 34 dead

Heavy rains in northwest Colombia sent a wall of earth crashing onto a winding road, swallowing up a bus and other vehicles and killing 34 people, emergency services said Monday.
The landslide Sunday evening prompted a large rescue effort, with dozens of people in hard hats using backhoes and excavators to dig through the earth looking for victims.

Brazil — 2 dead, 30 missing after rain triggers massive landslide in Paranà

Very heavy rainfall has affected several states in south-eastern Brazil since late November 2022. Two people have died and 30 are thought to be missing after a massive landslide buried a highway in Paranà state.
The neighbouring state of Santa Catarina has declared a state of emergency after more than 1,000 people were displaced by floods and landslides following days of heavy rain. Two people have died and 1 was reported missing.

Residents are evacuating as Mount Semeru, Indonesia's highest volcano, has erupted

Indonesia's highest volcano on its most densely populated island released searing gas clouds and rivers of lava Sunday in its latest eruption.
Monsoon rains eroded and finally collapsed the lava dome atop 3,676-meter (12,060-foot) Mount Semeru, causing the eruption, according to National Disaster Management Agency spokesperson Abdul Muhari.

North Carolina: FBI investigates gun attack on Moore County power grid

The FBI is investigating after two power stations were damaged by gunfire in North Carolina, plunging tens of thousands into darkness.
No motive or suspect has been announced since the attack on Saturday evening, but police said it was intentional.
Some 35,000 people in Moore County are without power and the damage could take several days to repair, officials say.
