Flood risk management in Australia improving overall but stronger community-level planning needed

The Geneva Association’s new report on Flood Risk Management in Australia, developed in partnership with IAG, highlights strong engagement from the insurance industry and many government actors and communities to tackle this multi-faceted challenge, as well as opportunities for improvement.

IAEM provides recommendations on emergency management policy to the President-Elect Biden Transition Team

The USA Council of the International Association of Emergency Managers (IAEM-USA) following a meeting with the Biden Transition Team and at its request submitted a document on behalf of the emergency management community, titled "IAEM Recommendations for Action During the First 100 Days of the Administration of President-Elect Biden." The report addresses three critical activities for FEMA and the nationwide emergency management enterprise:
- The President-Elect should announce his nominee for FEMA Administrator before the end of this year. This person must possess impeccable credentials and experience in comprehensive emergency management at the local and state levels.
- Eliminate parallel response and recovery structures within the federal government, including the White House, that duplicate effort and confuse response and recovery at all levels of government in the nation.
- Advise the FEMA Administrator to meet quarterly with the IAEM-USA President to maintain an open line of communication with the organization representing all facets of the emergency management profession at the local level, where disaster plans are executed.
IAEM's report also presents the association's recommendations in regard to ongoing COVID-19 response and recovery. Additional "first actions" also are addressed. Download the full report here.

FEMA proposes revisions in determining disaster declarations

FEMA is proposing revisions to how the agency evaluates requests for a major disaster declaration. After a disaster, the president may authorize FEMA assistance if the incident is of such severity and magnitude that effective response is beyond the capacity of state, tribal or territorial government. In order to comply with sections 1232 and1239 of the Disaster Recovery Reform Act of 2018, FEMA is proposing to revise the estimated cost of the disaster declaration factor that is used to evaluate a governor’s request for a major disaster under the Public Assistance program. The proposed revisions would more accurately assess states’ disaster response capabilities and comply with the Disaster Recovery Reform Act requirement for FEMA to review and update its disaster declaration factors. Stakeholders will be able to offer comments to these proposals until Feb. 12, 2021. Comments may be submitted through Regulations.gov under docket ID FEMA-2020-0038.

Fire danger in Southern California prompting power shutoffs*

More than 162,000 Southern California Edison customers are facing a new round of potential power shutoffs as widespread fire weather conditions ramp up across the region.
The National Weather Service has issued red flag warnings — indicating ideal conditions for wildfires to start — in portions of San Luis Obispo, Santa Barbara, Ventura and Los Angeles counties through noon Tuesday, with the agency warning residents to be prepared to evacuate.

As US companies push to get workers vaccinated, states disagree on who's essential*

Inoculation against the disease caused by the novel coronavirus is key to safely reopening large parts of the economy and reducing the risks of illness at crowded meatpacking plants, factories and warehouses.

Natural Hazards Center invites emergency managers to participate in its One Thousand Letters Project

The Natural Hazards Center at the University of Colorado—Boulder has undertaken a “One Thousand Letters Project” and invites U.S. emergency managers to write brief letters (no more than 500 words) to the incoming presidential administration that address one or all of these four major priorities from an emergency management perspective: COVID-19, economic recovery, racial equity, and climate change. The goal is to “collect 1,000 letters that share your vision for how we can work together to ultimately reduce the enormous harm and suffering caused by disasters, while identifying practical steps that will move the vision forward,” stated Lori Peek, director, Natural Hazards Center, in her letter of invitation. Letters must be received via email or PDF attachment to 1000Letters@colorado.edu no later than Dec. 15, 2020.

With vaccine approval imminent, states ready plans to give people their shots

The largest mass vaccination campaign ever attempted in the United States is expected to get underway in the coming days and states are hurriedly finalizing plans that detail how they will receive, store and administer initial doses of the coronavirus vaccine.
Officials are prepared to begin distributing vaccines as early as next week, with the Trump administration expected to distribute roughly 20 million doses by the end of the year.

Drone as a First Responder Working Group seeks participants

DRONERESPONDERS is launching a Drone as a First Responder Working Group to assist departments achieve what Chula Vista Police Department has accomplished through its UAS Drone Program. This Working Group will work to create guidance documents and work collaboratively with the Federal Aviation Administration to help with waiver guidance similar to the Tactical BVLOS waiver process. This group will be headed up by Capt. Don Redmond of the Chula Vista Police Department. Anyone interested in participating should contact Captain Redmond.

European Union and African Union sign partnership to scale up preparedness for health emergencies

The European Centre for Disease Prevention and Control (ECDC) and the Africa Centres for Disease Control and Prevention (Africa CDC) launched a new partnership initiative to strengthen the capacity of Africa CDC to prepare for and respond to public health threats in Africa. The four-year project ‘EU for health security in Africa: ECDC for Africa CDC', funded by the EU, will also facilitate harmonised surveillance and disease intelligence, and support the implementation of the public health workforce strategy of Africa CDC.

'Geographic Information System Lifecycle Best Practices Guide' now available

SAFECOM and the National Council of Statewide Interoperability Coordinators (NCSWIC) NG911 working group, with support from CISA, have released a new Geographic Information System (GIS) Lifecycle Best Practices Guide to provide public safety administrators, managers, and officials with best practices and resources for implementing geographic information systems (GIS). The NG911 working group collaborated with government, industry, and academic stakeholders to develop the guide. Public safety stakeholders, whether at the beginning stages of GIS implementation or considering upgrading capabilities, can use the guide and resources to help ensure they have implemented essential GIS components for NG911. The guide provides an overview of the GIS lifecycle from planning and implementation to assessing the need to upgrade capabilities. The guide also highlights best practices for each of the six phases, such as establishing a governance structure, identifying technical requirements for procuring resources, and developing policies and procedures to manage and secure data.

UK starts virus campaign with a shot watched round the world*

A nurse rolled up 90-year-old Margaret Keenan’s sleeve and administered a shot watched round the world -– the first jab in the U.K.’s COVID-19 vaccination program kicking off an unprecedented global effort to try to end a pandemic that has killed 1.5 million people.
Keenan, a retired shop clerk from Northern Ireland who celebrates her birthday next week, was at the front of the line at University Hospital Coventry to receive the vaccine that was approved by British regulators last week.

20 killed in severe flash floods in South

At least 20 people have been killed in severe flash floods in the South with more than 553,000 households affected from the disaster, according to the Department of Disaster Prevention and Mitigation yesterday.
The victims are in Nakhon Si Thammarat, the worst-hit area, it said. Few details of the fatalities or the age of those who died were available.
