B.C. gets first minister focused on emergency management, climate readiness

For the first time, British Columbia has a minister responsible for climate-related emergencies, with Bowinn Ma named minister of emergency management and climate readiness on Wednesday during Premier David Eby's cabinet announcement.
In Eby's official mandate letter to Ma, he says B.C. "has been disproportionately impacted by climate change disasters."

Government finally introducing emergency response law*

A legislative overhaul of New Zealand’s emergency management system will finally be introduced to Parliament in early 2023, more than five years after a review first recommended changes.
The government is also exploring the possibility of replacing the outdated emergency bunker in the Beehive with a more modern replacement - potentially outside of the quake-prone capital.

Report identifies 'significant failures' in federal government's pandemic response

U.S. Sen. Gary Peter, D-Michigan, Chairman of the Senate Homeland Security and Governmental Affairs Committee, released a new report detailing the findings of his two-year investigation into the federal government’s initial response to COVID-19 from December 2019 through March 2020, as the virus quickly spread throughout the country.
The report identifies significant failures in the federal government’s initial response to the pandemic in those early, yet critical, months and offers recommendations for Congress and the federal government to bolster our preparedness and response for future public health crises.

FEMA announces update to Hazard Mitigation Assistance programs

On Dec. 7, FEMA issued an updated policy to partially implement the Federal Flood Risk Management Standard for Hazard Mitigation Assistance (HMA) programs to align with Executive Order 14030–Climate-Related Financial Risk to strengthen nationwide resilience. The updated FEMA policy will help ensure communities affected by flood disasters are less vulnerable to the loss of life and property and reduce the impacts of a changing environment. The policy supersedes the interim one issued in August 2021. The policy sets standards for critical actions to make structures like hospitals, nursing homes and emergency operation centers more resilient. It also sets standards for non-critical actions for structures – such as residential, commercial, and industrial buildings – that are located in high-risk flood areas. This policy update applies to any major disasters or Fire Management Assistance declarations made on or after Dec. 7. It applies to all Fiscal Year 2023 funding opportunities and future application cycles unless otherwise stated in the funding opportunity.

Active shooter survival instruction has become a standard application within institutions to the point that it now rivals the training in the days of the Cold War for nuclear attack survival. “Duck and Cover” drills of the past have now become the “Run, Hide, and Fight” drills applied to classrooms, businesses, hospitals, and other entities. Law enforcement agencies and other first responders have developed response methods and tactics that have become routine and are effectively applied when these incidents occur.

U.S. officials promoted their work with African governments and industry to create space-based “early warning systems” to address the impacts of climate change.
The collaboration, touted as President Biden welcomes various African heads of state to Washington, D.C., this week for the U.S.-Africa Leaders Summit, builds on $33 million in broader funding to help forecast climate threats facing vulnerable global communities that USAID announced in November.

Tsunami warning systems improved using signals from Earth's ionosphere

University of Washington research suggests that using signals from Earth's ionosphere could effectively optimize tsunami warning systems.
The researchers analyzed the tsunami caused by the Hunga Tonga-Hunga Ha'apai volcanic eruption in the South Pacific earlier this year – the largest recorded by modern equipment. The resulting tsunami caused a range of unexpected distant effects and was first predicted as only a regional hazard.

IAEM recertifications for 2022 must be submitted by Dec. 31

Candidates due to recertify as an AEM or CEM this year are reminded to submit the recertification application through the online portal documenting continuing education/training and professional contributions. The submission deadline is 11:59 p.m. EST, on Dec. 31, 2022. Specific requirements based on the recertification year, as well as current recertification fees, can be found on the IAEM website. Keep in mind that the recertification fee must be applied to the candidate’s account before submitting the application. Payments made online are processed the next business day so plan accordingly.

Volusia County Council approves new department, confirms two promotions

The Volusia County Council approved the creation of a new department and the realignment of some divisions from the public protection department. The council also confirmed the appointments of two longtime public safety employees to leadership roles. The public protection department will focus on animal services, beach safety, corrections and the medical examiner’s office.

NOAA, NFWF announce record $136 million for coastal resilience*

NOAA and the National Fish and Wildlife Foundation (NFWF) today announced a record investment in projects that will help communities prepare for increasing coastal flooding and more intense storms, while improving thousands of acres of coastal habitats. The funding, in collaboration with the Department of Defense (DOD) and private sector partners, provides more than $136 million to support 88 natural infrastructure projects in 29 states and U.S. territories.

What is interprofessional education? Interprofessional education (IPE) occurs when students from various educational backgrounds come together to learn and facilitate interprofessional collaboration. Terry "TC" Cooper, a CEM and doctoral candidate at the University of New Haven, is conducting a study and surveying certified emergency managers as part of his doctoral thesis. The study aims to understand interprofessional education for curriculum development regarding public health emergency management. The Pediatric Disaster Response and Emergency Preparedness program (MGT-439) offered by the Texas A&M Engineering and Extension Service (TEEX) National Emergency Response and Rescue Training Center (NERRTC) through a cooperative agreement with FEMA/DHS is ready to go through its first revision/re-certification process. 'Fuego' volcano erupts in Guatemala, forcing airport closure*

The volcano sits about 16 kilometers (10 miles) from Antigua, the country's picturesque former capital and biggest tourist attraction.
Fuego erupts every four to five years on average. In 2018, an eruption sent rivers of lava pouring down its sides, devastating the village of San Miguel Los Lotes, killing 215 people and leaving a similar number missing.

Massive US storm brings tornadoes to South, blizzard threat*

A massive storm blowing across the country Tuesday spawned several tornadoes that wrecked buildings and injured a handful of people in Oklahoma and Texas, left two people missing in Louisiana and saw much of the central United States bracing for blizzard-like conditions.
Sherriff’s deputies, firefighters, volunteers and dog teams were searching the debris after a tornado touched down about 10 miles (16 kilometers) from Shreveport, Louisiana, the Caddo Parish Sheriff’s Office said. Two people were missing, one was hurt and several buildings were destroyed, Sgt. Casey Jones said.

Two people in Louisiana and dozens were injured as tornadoes and storms tore across the Southern U.S. on Tuesday while Northern states faced blizzard conditions, officials said.
In Louisiana, a boy was found dead in a wooded area near Keithville, south of Shreveport, where his home was destroyed, Caddo Parish Sheriff's Office said early Wednesday. A woman was found dead under debris one street over, the sheriff's office said hours later, after a search for the boy's mother.

Cyclone Mandous kills 3, affects over 21,000 in Sri Lanka

DR Congo floods leave more than 120 dead in Kinshasa

More than 120 people have been killed following the worst floods in years in the capital of the Democratic Republic of Congo, Kinshasa, the authorities say.
Major roads in the city centre were submerged as heavy rains continued for hours and several homes collapsed.
Many of those who died were in hillside areas which suffered landslides on Tuesday.
