The Senate Commerce Committee voted Wednesday to move forward with the nomination of Barry Myers to be head of the National Oceanic and Atmospheric Administration (NOAA). The 14-13 vote, along party lines, puts Myers in a position for a vote in the full Senate. Myers was until recently the CEO of AccuWeather Inc., which he founded with his brother.

The Federal Emergency Management Agency (FEMA) recently released the Tribal Mitigation Plan Review Guide. Effective in December 2018, the guide will be FEMA’s official policy on tribal mitigation planning requirements and will supersede the Tribal Multi-Hazard Mitigation Planning Guidance issued in 2010. The update offers a more streamlined document that provides greater clarity regarding FEMA mitigation planning requirements. FEMA will hold a national webinar on the updated policy on Jan. 23, 2018, 4:00 p.m. EST, to provide more information to tribal governments about the updates. Facing mounting evidence that Puerto Rico has vastly undercounted the number of people who died because of Hurricane Maria, Gov. Ricardo A. Rosselló ordered on Monday that every death on the island since the calamitous storm be reviewed. Officials will look again at all deaths attributed to natural causes after the hurricane, which made landfall Sept. 20 and knocked out power to 3.4 million Puerto Ricans — and to their hospitals and clinics. Parts of the island are still without power almost three months later, and the power grid is operating at only 70 percent of capacity.

FEMA’s Emergency Management Institute (EMI) is offering the Advanced Public Information Officer (PIO) course, Feb. 12-16, 2018, at the National Emergency Training Center in Emmitsburg, Maryland. The course will provide public information officers the opportunity to increase their knowledge and skills for establishing, managing, and working in a joint information center. The training fosters an environment where participants can apply advanced skills during a multi-day functional exercise designed to test and enhance their ability to analyze, coordinate, process, and create information in a fast-paced, realistic environment. The Emergency Management Institute (EMI) has released the Virtual Tabletop Exercise (VTTX) Program schedule for January-March 2018. Scheduled scenarios include a passenger train incident, airport Ebola, medical countermeasures (SMS), a cyber incident, and a mall active shooter. EMI facilitates this free four-hour training using a video teleconferencing (VTC) platform, hosting 10-15 participating jurisdictions per exercise. Each jurisdiction is encouraged to bring a diverse group to work through scenarios, including first responders, planners, local military, public health, school administration, and nonprofit organizations. The Airport Cooperative Research Program (ACRP) for the Transportation Research Board of the National Academies has announced the speakers for its Mar. 6-8, 2018, Insight Event on Airport Roles in Reducing the Transmission of Communicable Diseases. Speakers will include CAPT Martin Cetron, MD, director of the Division of Global Migration and Quarantine, Centers for Disease Control and Prevention, and Dr. Ansa Jordaan, chief of Aviation Medicine Section, International Civil Aviation Organization. At least three people were killed after an Amtrak train derailed and fell off a bridge over Interstate 5 near Mounts Road between Lakewood and Olympia. Pierce County Sheriff’s spokesman Ed Troyer told news media that there were fatalities on the train and that motorists had been injured, but not killed. There were 78 passengers and five crew members on the train when it derailed, according to Amtrak.

A mudslide that buried much of a village in southern Chile has killed 11 people while another 15 are still missing, authorities have said. The tragedy struck a picturesque village of Villa Santa Lucia in the southern Los Lagos (Lakes) region where heavy rain triggered mudslides that swallowed up most of the homes in the village of 300.

The death toll from a tropical storm that pummeled the central Philippines rose to 43 with hopes fading for dozens of others still missing after massive landslides, authorities said Tuesday. Slow-moving Kai-Tak finally swept out to the South China Sea on Monday after inducing days of heavy rain that led to deadly floods and landslides as it sliced across the central islands last weekend. The government’s disaster monitoring agency listed 43 dead in an updated tally and said 45 other people were still missing, many of them feared buried by mud avalanches that struck the small island of Biliran.

A strong earthquake shook Indonesia’s densely populated Java island on Friday night, killing two people and severely damaging dozens of homes near the epicenter. The magnitude-6.5 quake struck at 11:47 p.m. and was felt across the island, including about 200 kilometers (124 miles) away in the capital Jakarta, where office towers and apartment buildings swayed. Powerful tremors lasted as much as 30 seconds in places.
