The U.S. House of Representatives has passed the bipartisan Title VIII Nursing Workforce Development Act of 2017 (H.R. 959), which the nation’s nursing organizations see as critical to our ability to educate the next generation of nursing leaders who will transform health in every community. H.R. 959 amends Title VIII of the Public Health Service Act (PHSA) to reauthorize nursing workforce development programs, which support the recruitment, retention, and advanced education of skilled nursing professionals. The bill extends advanced education nursing grants to support clinical nurse specialists and clinical nurse leaders, defines nurse-managed health clinics, and reauthorizes loan repayments, scholarships, and grants for education, practice, quality, and retention.

Spanish Deputy Prime Minister Carmen Calvo signaled her intent to introduce legislation that would require clearly expressed consent in sexual contact. The concept is often referred to as affirmative consent, in which both parties agree to sexual conduct, either through clear, verbal communication or nonverbal cues or gestures.

Italy’s highest court, the Court of Cassation, ruled this week that two men convicted of rape last year be granted a retrial because their victim willingly drank alcohol on the night she was assaulted.
The two men were initially acquitted of rape in 2011 by a district court but were retried on an appeal and convicted in 2017, The Guardian reports. The assailants, both in their 50s, were each sentenced to three years in prison for the assault, which took place in 2009 after the three ate a meal together.

For three decades, authorities in Fort Wayne, Indiana, had the DNA of the man who murdered 8-year-old April Tinsley in April 1988, but could not find him.
Police pleaded for leads, and chased them. They brought in FBI profilers, enlisted state and federal agents and went on “America’s Most Wanted.” The detectives initially assigned to the case retired and were replaced by younger ones, who also retired without an arrest.

The National Suicide Prevention Lifeline saw calls double from 2014 to 2017, an increase that coincides with rising suicide rates in the USA.
The lifeline answered more than 2 million calls in 2017, up from 1 million calls in 2014, according to its latest figures. More than 1.5 million calls reached the prevention network in 2015 and again in 2016.

A report on modern slavery around the world has found that the number of slaves in developed nations, including the United States and United Kingdom, is much higher than previously thought.
The Global Slavery Index is published annually by the Walk Free Foundation. Last year, the Walk Free Foundation worked with the International Labor Organization to produce a report that estimated there were 40.3 million slaves worldwide, but didn't give figures for individual countries.

India has ordered its state governments to inspect child care facilities run by the Missionaries of Charity — the Roman Catholic order founded by Mother Teresa — after arrests of a nun and a worker accused of baby trafficking.
Earlier this month, Indian authorities shut down a shelter home for pregnant, unmarried women run by the order in Ranchi, a city in the eastern state of Jharkhand, after discovering that four infants had been sold, including a 6-month-old boy who changed hands for 50,000 rupees ($730).
