Several states have increased gas taxes over the last few years to raise money for infrastructure maintenance. California and South Carolina did so in 2017, followed by Ohio this year. Others, like Michigan, have balked at proposed increases so far. Proponents of gas tax increases insist the money is needed to repair and upgrade infrastructure. But while there may be pressing infrastructure needs in many states, the gas tax is not the long-term funding answer.

The U.S. Tax Cuts and Jobs Act enacted at the very end of 2017, which limited the deduction of state and local taxes to $10,000, has focused attention on the vast differences among municipal levies. It also provided an incentive for high earners to leave high-tax states such as New York for lower-tax climes including Florida and New Mexico in a trend that will only intensify.

A Democratic bill to roll back but not fully repeal the republican tax law's cap on the state and local tax (SALT) deduction would lower federal revenue by $223 billion over 10 years, according to an analysis released recently by the right-leaning Tax Foundation. Reps. Lauren Underwood and Sean Casten, both freshman Democrats from Illinois, introduced legislation in March to raise the SALT deduction cap to $15,000 for individuals and $30,000 for married couples, and adjust the cap for inflation.

The 2017 Tax Cuts and Jobs Act is not turning out like President Donald Trump and the Republicans hoped it would — at least, based on the public opinion data we have to date. Americans remain more likely to disapprove than approve of the law, with 49% approval and 40% disapproval in Gallup's latest update. Other recent polls confirm that the tax reform law is viewed more negatively than positively.

His concerns about a tilted economic playing field recently led Mr. Robertson to join the Akron chapter of the Democratic Socialists of America.
