FMCSA's Training Provide Registry (TPR) Web Service Testing Now Available
NAPT
Beginning February 7, 2022, all training providers will be required to submit information to the Federal Motor Carrier Safety Administration (FMCSA) certifying when a driver-trainee has completed required entry-level driver training. All registered training providers will be able to manually enter this information in the Training Provider Registry. Training providers will also have the option of setting up an interface to submit data through FMCSA's TPR Web Service.
Testing services are now available. All materials needed for testing are available on the Training Provider Registry Developer's Toolkit web page, and complete instructions are included in the updated Web Services Development Handbook for Training Providers.
Technical Questions? If your IT support team comes across questions while implementing the instructions in the Web Services Development Handbook, the TPR Technical Team is available to offer clarification and help troubleshoot issues. Feel free to contact them.

NAPT Awards Committee Announces "People of the Year" Recognition Program

During the COVID pandemic, we have witnessed countless acts of kindness and bravery and simple neighborliness. Many of those acts were performed by our school bus drivers, aides, and others in the school transportation community.
During this year's LOVE THE BUS MONTH (February), the NAPT Awards Committee would like to share some of those stories. We are therefore asking our members to help us identify these special "People of the Year".
Please send us brief descriptions of something special that one or more of your staff did to help children or the community during these past ten months or so. We would need to have:
- Name of person and employer
- Brief description of the event or action that make this person noteworthy (just a sentence or two to give us the basics)
- Anything unique or special about the person(s) you feel it is important to share (for example, the driver has been with the district for a very long time)
- A picture of the event or action if appropriate (if they sewed mittens for kids, for instance)
You should send the information directly to Theresa Anderson, Chair of the NAPT Awards Committee at thanders@comcast.net The Awards Committee will review and assist staff in posting in the social media and highlighting it in our newsletter during the month of February. For this reason, it would be most helpful to receive the information before January 31st!

School enrollment decline threatens lasting funding damage for districts

As many state legislative sessions get underway this month, Michael Leachman, vice president for state fiscal policy at the Center on Budget and Policy Priorities, warned states could sharply cut funding. According to a report released in December by the National Association of State Budget Officers, K-12 saw the largest decrease in state funding for fiscal year 2021 when compared to other state programs.

Volkswagen settlement to fund cleaner-burning school buses

A total of 93 Kentucky school districts have applied for and been awarded $8.13 million to replace 169 older diesel school buses with cleaner diesel or propane buses, Energy and Environment Cabinet Secretary Rebecca Goodman announced. The money comes from part of the state's share of funds from a settlement with Volkswagen over fuel-efficiency errors.

Worcester's school buses keep going as many city schools remain closed

While city schools have been closed for almost a year now and likely will remain closed for several more weeks, the district's busing operation has not been sidelined with them. City school buses and transportation staff have been providing services to local religious and private schools, as well as special education programs in the city, according to the school department.

Prior to COVID-19, states cut $600B in ed funding since Great Recession

The dual reports highlight the perilous financial situation schools across the U.S. faced prior to the onset of the novel coronavirus pandemic in spring 2020. According to "Making the Grade," for example, 15 states also have "regressive" systems for K-12 funding that allocate less funding to high-poverty districts than those with lower poverty rates — an issue that can cause even more strife if, for example, the same formulas are used to disburse emergency COVID-19 relief funds to schools.

States roll out vaccines for teachers: What you need to know

President Joe Biden initially pledged to reopen a majority of schools during his first 100 days in office but recently refocused the goal for K-8 schools. He has said teachers should be eligible for vaccinations as soon as possible after those who are at highest risk, according to the Associated Press. Educators in New York began receiving their first doses of coronavirus vaccine, and other states are expected to begin vaccinating faculty and staff at schools and colleges in the coming weeks and months.
