NARI Touchpoints: Loss of Deductibility for HELOCs - A Deterrent but Not a Disaster

Our Federal tax system is incredibly complex. For the first time in many decades, Congress is undertaking a major overhaul of our tax code and many of the provisions will impact both our business and our customers. One of the changes that is likely to occur is the ending of deductions for interest on home equity loans (often referred to as HELOC – home equity line of credit). Last week we reported on the results of a survey of members on various potential tax code changes and they indicated the strongest concern with elimination of deductions for interest on HELOC. This concern is understandable as these loans are a great way for our customers to tap into their home’s equity and make major improvements.
So our most recent survey, NARI Touchpoints 6, focused on what removing the deduction for home equity loan interest might mean to the remodeling industry. The results were quite interesting, particularly in their diversity.
The first question asked about the percentage of gross sales that are generated by HELOC. Our responses ranged from only 2% up to 70% with the median being 25%. No doubt some of the difference is due to the nature of each remodelers business and if they encourage their customers to use this form of financing.
When next asked for an estimate of jobs that would be lost due to the lack of this interest deduction, another large range was reported. The low end of the responses was 0% (no loss) up to a 50% loss in business. The median response here was lower than the prior question at 15%. The most common answers were in the 5% to 25% range.
Many of the comments that were submitted by respondents were interesting and echoed the diversity seen in the numerical data.
• I met with a customer last night and asked this question, they had been planning the project for several years and they are disappointed the deduction will disappear but will proceed with the project.
• This change will have a big impact on my business. A vast majority of the larger projects my company is contracted for are financed with HELOC so removing the tax credit has me very concerned with the future of my small business.
• Let it go. People that remodel for life improvement are not remodeling for a tax deduction. Move on.
• Home improvements are vital to our national economy. Many home improvements use HELOC and all of them take advantage of the tax deductions. The economy in general would suffer greatly without the ability to deduct real estate loan interest from taxes.
What does this mean for NARI remodelers? In some ways, your job just got a little tougher, but hardly impossible. Overall, the industry can expect a headwind of 15-20%. While the deduction of the interest on a HELOC has been the icing on the cake, remember that even without that, HELOCs tend to offer low interest rates and are a great way to tap into equity to make homes better. For those of us that had used the savings on interest deduction as a way to sweeten the financials of a project, you’ll need to switch to the many other benefits of your remodeling work. As the results of the survey suggest, this isn’t a positive change, but one that the industry can survive.
