The ballots have been cast, and the Teller's Committee is confirming the tally. That task should be completed this week, so in next week's edition of NSPS News & Views, we should be able to disclose the results. Thanks to all who voted! Unfortunately, a relatively small number of NSPS members participated in the election.
NSPS
Be sure to mark your calendar to attend this 2017 joint NSPS/MAPPS event. The conference will be held at the Sheraton Silver Spring hotel in Silver Spring, MD.
It will begin on Sunday March 12 with a field trip for the Student Competition participants and a reception for them in the evening.
Activities on Monday March 13 will include the NSPS Student Competition, along with some general sessions, followed by the first of two activities we are calling Tech-time (sort of like the speed dating concept) which, instead of an exhibit hall, is set up for "round-table" type conversations between company/agency representatives talking with a few people at a time for about 15 minutes, after which the attendees will move to the next table, and so on. During these sessions, appointments can be made for later in the week for attendees to have a more in-depth conversation with these representatives.
On Tuesday March 14, there will be federal agency briefings, a practice management seminar for Surveyors, and the Lobby Day briefing in the afternoon, followed by a reception. On Wednesday March 15, those going to Lobby Day will head to Capitol Hill, while another workshop (still being confirmed) is planned for those who do not "go the Hill." Late that afternoon (4 PM-7 PM) there will be another Tech-time session.
In compliance with the vote taken by the NSPS Board of Directors in Arizona last fall, the NSPS meetings portion of the event will begin on Thursday March 16 with NSPS Committee meetings throughout the day, and continue on Friday March 17. The State Executives Forum is also scheduled for Thursday March 16.
The NSPS Annual General Membership meeting and the NSPS Board of Directors meeting will be held on Saturday, March 18.

Before the Christmas holiday, President Obama signed into law H.R. 4465, the "Federal Assets Sale and Transfer Act (FASTA) of 2016," and H.R. 6451, the "Federal Property Management Reform Act of 2016." As outlined last week in News and Views, the bills will improve the Federal government’s inventory of real estate it owns by requiring the General Services Administration to create and publish a single, comprehensive database of all federal real properties, including whether those properties are excess, surplus, underutilized, or unutilized to prevent a future stockpiling of unused and underutilized property. An improved federal real property inventory has been a major NSPS legislative priority. President Obama highlighted key provisions of the new law in his signing statement.

Also in late December, President Barack Obama signed the Water Infrastructure Improvements for the Nation (WIIN) Act. The new law authorizes $170 million for communities facing drinking water emergencies, including funding for Flint, Michigan, to recover from the lead contamination in its drinking water system. In his signing statement, Obama wrote, "It authorizes vital water projects across the country to restore watersheds, improve waterways and flood control, and improve drinking water infrastructure." NSPS, working as a member of the Council on Federal Procurement of Architectural and Engineering Services (COFPAES), won a victory when the WIIN included a Program For Rehabilitation Of High Hazard Potential Dams that carried with it a requirement for qualifications based selection, under the "Brooks Act" for grant recipients, when awarding any "contract and subcontract for program management, construction management, planning studies, feasibility studies, architectural services, preliminary engineering, design, engineering, surveying, mapping, and related services."

NSPS recognizes and supports the premise that every individual has the right to protect their personal data, including data that describes their "location." The intertwined nature of how surveying and other geospatial and GIS data could impact citizen privacy and, and has been the focus of threatened regulation by a variety of Federal entities, the NSPS Board in March endorsed a best practices guideline, which is now published on the NSPS website. The purpose of the document is to assist members with how to collect, store, apply, or disseminate different types of geolocation information and when prior consent of the individual of whom it describes should be obtained. This guideline is intended to define best practices for surveyors to protect individual citizen personal privacy when handling geospatial data.

The U.S. Air Force Space and Missile Systems Center says it continues to work on GPS III ceramic capacitor testing and plans to have an updated launch schedule published late next month.
As Inside GNSS reported, the first GPS III satellite's delivery, originally scheduled for August, was delayed by four months because of a Lockheed Martin subcontractor's failure to test a ceramic capacitor.
