In September 2015, the Alaska Department of Natural Resources (DNR) requested that NSPS provide a technical review of the Direct Point Positioning Survey (DPPS) methodology as proposed by the Bureau of Land Management through its Alaska state office. A committee of technical experts comprised of members of NSPS and AAGS was assembled to develop a response.
On November 14, 2016 the committee issued its report. Among issues reported on by the committee are: 1) the existing MOUs between BLM and the State of Alaska; 2) a number of deficiencies associated with the DPPS methodology and implementation that need to be addressed; 3) the legal aspects; 4) the training necessary for implementation; 5) consistent metadata reporting; 6) potential for expanded use of the system in other states, to name a few.
If boundary surveying is among the services you provide, this issue will eventually affect your practice. Addressing this matter will require a national effort going forward, and will require that the respective state societies become educated about the issue in order to collaborate with NSPS to develop a national strategy.

I graduated college with an AAS Degree in Civil Engineering from MSCTC, Detroit Lakes, MN. I have been in the Land Surveying and Civil Engineering field for over 11 years, 8 of those years as a Party Chief. After surveying for several years, I attempted to take the Fundamentals of Surveying exam and failed. I felt the technical degree I had acquired was geared more towards drafting and survey technology, and lacked the fundamentals of Land Surveying. My survey manager talked me into taking the CST Level 2 and CST Level 3 exams, as he had done in the past. He was one of the first to take the CST exam, when it was originally implemented. After studying the provided practice material, I passed both exams. After passing the CST 3, I took the Fundamentals of Surveying exam again and breezed through it. I really feel that the CST exams helped in achieving the knowledge to pass the FS exam. I also feel it is great practice to prepare for taking long exams. I would highly recommend it to anyone wishing to further their career in Land Surveying.

On Tuesday, March 14 during the NSPS-MAPPS national surveying, mapping, and geospatial conference, a special all-day workshop "Practice Management 101" will be offered to help surveyors increase profitability and value in a firm. NSPS-supported legislation creating a coordinated and comprehensive national surveying and mapping effort for coastal, Great Lakes, and territorial waters of the United States was introduced in the U.S. Senate last week. The Digital Coast Act, which passed the Senate, but not the House in 2016, has been offered by a bipartisan group of Senators, Tammy Baldwin (D-WI), Lisa Murkowski (R-AK), Dan Sullivan (R-AK), and Cory Booker (D-NJ). The Senate Committee on Commerce, Science and Transportation is expected to hold a hearing on the Senate Bill (S. 110) later this month. NSPS has been helping to lead the Digital Coast Partnership Advocacy Coalition in this effort to codify the Digital Coast project into an authorized program.

As the 115th Congress convened in Washington, DC earlier this month, the NSPS man on Capitol Hill, lobbyist John "JB" Byrd, met with several newly elected and incumbent members of the House and Senate. JB is pictured with Rep. Tom Suozzi (D-NY). Serving his first term from the 3rd Congressional District of New York, Suozzi was appointed to the Foreign Affairs Committee in the U.S. House of Representatives. A CPA and attorney, the Congressman has also served as mayor of his hometown, Glen Cove, NY and as Nassau County Executive from 2002-2009. In 2005, he was honored as Governing Magazine's "Public Official of the Year." In 2007, he was appointed to lead a state commission that proposed the first property tax cap, which has now become law.

A recent Congressional Research Service (CRS) report found that there are at least six options considered by Congress to address the financing needs of local communities for wastewater and drinking water infrastructure projects and to decrease or close the gap between available funds and projected needs. Some are intended to encourage private participation in financing of drinking water and wastewater projects. A pilot program for one of them, the Water Infrastructure Finance and Innovation Act (WIFIA), was enacted in 2014. Interest in other financing options continues due to long-standing concerns regarding the costs to repair aging and deteriorated U.S. infrastructure.
