Question:
My client wants me to update an ALTA/ACSM Land Title Survey that I completed in 2006 using the 2005 ALTA/ACSM Standards. I did let them know they have been updated to 2011 standards but they said the 2005 version of the standards is fine. My question is simply, can I use the 2005 standards if that is what the client specifically asks for? Read more for Answer

Surveyors' Stories Sought for Publication

David Mann, Licensed Land Surveyor/NH-VT, is the Editor for the New Hampshire Land Surveyors Association magazine, The Benchmark. David is seeking to include in an upcoming edition of the magazine a series of short stories regarding surveys, land, clients, surveyors or others which are of a humorous, interesting, scary, embarrassing, dangerous, weird, etc. nature.
Even though David had originally planned to include the stories in the upcoming edition of the magazine, he would still like to receive yours for future publication.
The story can be a quarter page, half page, or a whole page at your discretion.
Please contact David at mannlls@ne.rr.com to express your interest in providing a story for The Benchmark. As David says, "May the words press themselves from your mind to the page like snow falling to the ground on a cold winter's day."
NSPS Election Ballots Due by February 14

NSPS staff has mailed ballots for the 2014 NSPS elections to all current NSPS members whose membership category includes voting privileges. In order for ballots to be included when the Tellers Committee convenes to count votes, the return envelope (which was enclosed in the envelope in which the ballots were mailed) must be postmarked no later than February 14, 2014.
Members who are joining NSPS for the first time through the joint membership program between their respective state society and NSPS will have received a ballot if their dues and contact information was provided to NSPS prior to the ballot mailing list having been created.

COFPAES newsletter highlights federal issues

The Council on Federal Procurement of Architectural and Engineering Services, of which NSPS is a member organization, publishes a monthly e-newsletter, "Keeping Up With COFPAES," that tracks issues related to federal A/E procurement, including surveying and mapping. Items in the newsletter are valuable to surveying firms working as prime or subcontractors to federal agencies.
Infrastructure bill gains traction in Congress

An innovative infrastructure financing bill, the Partnership to Build America Act, H.R. 2084, is gaining support in Congress. The bill, by Rep. John Delaney (D-MD), finances $750 billion dollar in infrastructure investment using no appropriated funds. Rather, it leverages repatriated overseas profits of U.S. corporations. A bipartisan companion bill, S. 1957, has been introduced in the Senate by Senators Michael Bennet (D-CO) and Roy Blunt (R-MO). A delegation from COFPAES, including NSPS delegate Joe Dolan, PLS, PP (Dolan & Associates, Atlantic City, NJ), recently met with Rep. Delaney to discuss H.R. 2084.

FY 2014 federal budget becomes law

Last week, both the House and Senate passed a $1.86 trillion fiscal year 2014 appropriations bill, the House on Wednesday by a vote of 359-67 and the Senate on Thursday with a vote of 72-26. The measure funds the government through Sept. 30, 2014 and eliminates the need for additional short-term continuing resolutions (which had been funding the government since Oct. 1, 2013). President Obama signed the measure into law on January 17.
Public-private partnership panel created in House T&I committee

The Transportation and Infrastructure Committee of the U.S. House of Representatives has created a special panel to explore opportunities to build American infrastructure through increased use of public-private partnerships. The panel will be chaired by Rep. John J. "Jimmy" Duncan (R-TN). Meanwhile, the full committee has begun hearings on reauthorization of the highway bill, formally known as the MAP-21 Act. The current law expires on September 30.

'Misguided' nations lock up valuable geospatial data

Many governments, particularly those in low-income countries, are "shooting themselves in the foot" by failing to give research and development communities open access to their caches of geospatial data, experts have warned. The potential of such data that incudes geographic positioning information, including satellite imagery, to aid fields such as disaster response, agriculture, conservation and city planning far outweighs any potential value from selling the information, they say.
