The results have been confirmed by the Tellers Committee. Lisa Van Horn (WI) was the winner among three strong candidates in a close race, and will serve as 2017 NSPS Vice-President.
Voters approved a proposed Bylaws change which stated that beginning with the 2018 election the Vice-President will automatically move up to President-elect.
Jan Fokens (MI) will automatically serve as 2017 NSPS President; Among those running unopposed: Kim Leavitt (ID) will serve as 2017 President-elect; Tim Burch (IL) will serve a two-year (2017-2018) term as Secretary; Bob Miller (PA) will serve a two-year (2017-2018) term as Treasurer; and Armond Marios (CA) will serve as 2017 NSPS Director-at-Large.
2016 NSPS President Tony Cavell will serve as 2017 Immediate Past President.
The slate of officers will be installed during the 2017 NSPS Annual Meeting to be held Friday, March 17, 2017 in Silver Spring, MD.

Florida Atlantic University: Instructor position in Geomatics Engineering
The Department of Civil, Environmental and Geomatics Engineering in the College of Engineering and Computer Science at Florida Atlantic University is seeking applicants for an instructor position. Duties include teaching drafting and surveying courses, managing surveying lab equipment and computer software as necessary, and participating in department activities.
This non-tenure track 9-month position requires 18 credits beyond the bachelor’s degree in Civil Engineering or a related discipline. Candidates with a professional surveyor's license, AutoCAD certificate, or professional engineering license are preferred.

It is with sadness that we inform you that Dr. David Griffin, Associate Professor at Troy University's Surveying and Geomatics Sciences Program, passed away Wednesday evening (1/18/2017) at UAB Hospital. The National Geodetic Survey (NGS), through a series of both internal debates and external discussions with the Canadian Geodetic Survey, has finalized certain key decisions in the replacement of the three NAD 83 reference frames, and in the replacement of the various vertical datums of the NSRS. These decisions cover both the science and nomenclature of the changes coming in 2022. A couple of months ago, someone from the neighboring office to NSPS came to ask how to contact surveyors in the area to assist in an underground piping location project. Your host Curt Sumner asked why they needed surveyors, and was intrigued with the types of projects that firm (Specialized Plumbing Technologies – SPT) is engaged in. As a result, Curt will be joined by Brandon Page for a discussion about the technologies utilized by the company, and how they employ surveyors.

The 115th Congress has started quickly considering legislation, and NSPS priorities are among the first to garner early action. On Tuesday the Senate Commerce Committee unanimously approved S.110, the Digital Coast Act and S. 171, the National Oceanic and Atmospheric Administration Commissioned Officer Corps Amendments and Hydrographic Services Improvement Act Reauthorization and Amendments Act of 2017, clearing both NSPS-supported bills for full Senate consideration.
Following the conclusion of the successful markup session, NSPS lobbyist John "JB" Byrd congratulated Sen. Tammy Baldwin (D-WI) on her leadership role as the prime sponsor of S. 110.

Please save Thursday, February 16 and Tuesday, February 21 for the "Day on the Hill" training webinar. NSPS members already registered or planning to attend the 3rd Annual National Surveying, Mapping, and Geospatial Conference March 13-17 in Silver Spring, MD are encouraged to participate in one of the webinars. Both webinars are scheduled from 1:30 pm to 2:30 pm EST. The webinars will help educate and train NSPS members on the logistics involved with the March 15th "Lobby Day" or "Day on the Hill", as well as three issues surveying, mapping, and geospatial professionals will take to Congress: 1) Flood Map Reform/NFIP Reauthorization; 2) Private Sector Utilization; and 3) Infrastructure.

A recent Government Accountability Office (GAO) report found that the Department of Defense (DOD) does not report all privately financed construction projects through the annual reporting process outlined in DOD Instruction 7700.18. GAO identified several project types that may fit the definition of privately financed construction but are not reported through this process. Projects of these types are instead subject to other statutory requirements, policies, or arrangements for congressional notification, but DOD's Instruction does not note that they are to be excluded from this process. Unless DOD has a policy that defines which projects should be reported through this process, Congress will not have clear and consistent information about the scope of these construction projects. Private financing is reported to be a major component to the $1 trillion infrastructure program to be promoted by the Trump Administration.

Upon taking the oath of office last week, President Trump signed an executive order placing a hiring freeze for certain new Federal employees. In addition, the White House issued a Memorandum for the heads of executive departments and agencies on "Regulatory Freeze Pending Review."
GPS World
GPS positioning in urban scenarios is challenging because of large numbers of non-line-of-sight outlier measurements. We propose a robust positioning algorithm that combines GPS observations with visual-inertial odometry information to handle such outliers. We demonstrate the effectiveness of our algorithm in a simulation scenario with close to 80-percent outliers.

The new Trimble Catalyst is a little hard to describe in terms we're used to regarding high-precision GNSS. Is it a receiver? Is it a service? Do we really need only an external antenna, a subscription and a smartphone?
The answer is yes to each, and while there are nuances to consider, my conclusion is that this is a very big deal, not only as a specific solution but also as a harbinger of things to come.

December brought good news and bad news for the housing industry. Year-end tallies show moderate but healthy growth for new construction and purchases of existing homes. Both housing starts and existing home sales had their best years in a decade. At the same time, trending indicators pointed downward, signaling a potential softening in activity heading into the new year. For now, forces pro and con are tugging at the industry, and it is anybody's guess which will win out.
