NOTE: Apologies to readers regarding timing for publication of this report.
Since our last In-Person meeting on July 31 & August 1, 2019, each of the three sub-committees participated in 3-5 virtual meetings. The purpose of the virtual meetings was to review past Council recommendations and identify which were most relevant to the 2019 Tasking Memo, dated July 8, 2019. At the December In-Person meeting, each sub-committee shared with the council which of the past recommendations would be best addressed in FY2020, beyond FY2020, or should be merged with other similar recommendations. Through Council vote, a consolidated list was identified as council recommendations to be addressed in FY2020. Copies of the 2018 TMAC Annual Report were provided to council members upon departure from the meeting.
TMAC will submit a summary report to FEMA that includes past TMAC recommendations and newly identified topic areas that are relevant to the future vision of the flood hazard mapping program.

From among all the entries, fifteen (15) designs will be selected by a jury and presented for voting. During National Surveyor's Week (March15-21),surveyors will choose the winner from among those designs using a web-based ballot. NSPS has cosigned a Construction Industry Procurement Coalition (CIPC) letter, sent to the leadership of the House Committee on Oversight and Reform, supportive of H.R. 5644, the “Construction Consensus Procurement Improvement Act” introduced earlier this month by Representatives Ro Khanna (D-CA) and Mark Meadows (R-NC). As introduced, the bipartisan legislation would improve the procurement process for federally funded construction-related projects. If passed, it would ban federal agencies from using reverse auctions to award design and construction contracts. The Senate passed its version of the bill in late December. NSPS has been working on this legislation to prohibit reverse auctions for A/E services, including for surveying and mapping. NSPS and COFPAES have long opposed reverse auctions, citing their violation of the qualifications based selection (QBS) process codified in the Brooks Act.

The National Academies of Sciences, Engineering, and Medicine recently published a report on "geodetic infrastructure." The international geodetic infrastructure is a set of measurement techniques used to determine Earth’s orientation in space, its gravitational field, and the positions of reference points on Earth, among other information. Although it is largely invisible, it is the foundation of many areas of scientific research and their applications. A new report assesses the current capabilities of the geodetic infrastructure in meeting the requirements of high-priority science questions for 2017-2027. The report finds that many of those questions can be supported by the existing geodetic infrastructure, as long as it is maintained. However, answering important questions about sea-level rise, water resources, geological hazards, and other topics will require enhancements to the geodetic infrastructure. Both maintenance and enhancement efforts will require collaboration among international partners and many U.S. federal agencies, including the National Aeronautics and Space Administration. Open data, accurate and open software, and a skilled workforce capable of developing and implementing improvements also will be necessary.

NSPS lobbyist John "JB" Byrd recently met with Joey Osborne (R), a candidate for the U.S. House of Representatives in the 11th Congressional District of North Carolina. This is an open seat caused by the decision of current Congressman Mark Meadows (R) to retire at the end of this Congress. Mr. Osborne is an entrepreneur in the pest control business, and is a general aviation pilot. The primary in North Carolina is scheduled for Tuesday, March 3, 2020. At least two different classes of GNSS analysis software exist, although some tools support multiple objectives. The first class includes tools that predict GNSS performance based on propagating GNSS satellite orbits and calculating GNSS performance factors at specific user locations and times based on the projected locations of GNSS satellites (“satellite geometries”). The second class focuses on analysis of previously-collected GNSS measurements converted into a standard data format.

Rising sea levels, a direct impact of the Earth's warming climate, is intensifying coastal flooding. The findings of a new study show that the projected negative economy-wide effects of coastal flooding are already significant until 2050, but are then predicted to increase substantially toward the end of the century if no further climate action on mitigation and adaptation is taken.

Descartes Labs, a well-funded startup based in New Mexico, provides businesses with geospatial data and the tools to analyze it in order to make business decisions. The company announced the launch of its Descartes Labs Platform, which promises to bring its data together with all of the tools data scientists — including those with no background in analyzing this kind of information — would need to work with these images to analyze them and build machine learning models based on the data in them.

When elected officials and members of the intelligence community gathered in North St. Louis to break ground at the site of the new Next NGA West facility, it was a historic moment. With a $1.75 billion price tag, the new National Geospatial-Intelligence Agency campus will be St. Louis’ biggest federal investment project.
