On January 25, President Trump signed a short-term spending bill to re-open the government, ending the longest partial federal government shutdown (35 days) in U.S. history. Trump signed the stop-gap spending bill just hours after the measure passed the Senate and House, respectively. H.J. Res. 28, the "Further Additional Continuing Appropriations Act, 2019," includes a short-term continuing resolution that provides fiscal year 2019 appropriations through Feb. 15, 2019, for continuing projects and activities of the Federal Government included in the remaining seven appropriations bills. The deal for a short-term spending bill keeps the government open until Feb. 15.

NSPS Federal Lobbyist John "JB" Byrd last week attended a panel event hosted by the Bipartisan Policy Center featuring U.S. Energy Information Administration (EIA) Administrator, Dr. Linda Capuano. The topic of the panel was the release of the Annual Energy Outlook (AEO). This covers transportation infrastructure as well as pipeline infrastructure related to fossil fuels and exporting crude oil, solar, wind, and any other kind of energy source. JB asked the Administrator about the agency's data coordination with USGS 3DEP focused on "Energy" and "Pipeline Safety". His question and her reply can be caught on the YouTube footage in segment 48:55-50:30.

The U.S. Army Corps of Engineers has formally released an important resource guide, “Engineering with Nature: An Atlas.” It’s an important first step toward broadening understanding, consideration and acceptance of natural infrastructure as a flood risk reduction and resilience strategy. The glossy compendium of 56 Corps projects illustrates that restoring nature and using nature-based features and processes – such as dunes, wetlands, reefs, functioning floodplains and rivers – can efficiently yield real economic, environmental and social benefits. The 2018 Water Resources Development Act included Section 1149 which directs the Corps to consider use of natural infrastructure, alone or in conjunction with traditional infrastructure, where practicable for flood risk management or hurricane and storm damage reduction projects. This clear nod from Congress should bolster confidence that solutions involving natural infrastructure are acceptable – not to be relegated to mitigation or environmental restoration.

Representative Greg Pence (R-IN), a newly elected member of Congress from the 6th District of Indiana and brother to Vice President Mike Pence, recently met with NSPS lobbyist John "JB" Byrd. Appointed to serve on the House Committee on Transportation and Infrastructure, Pence has served in the Marines and as a small businessman. JB and the Congressman discussed the importance of surveying data for infrastructure projects.

The Global Positioning System Directorate has released a Federal Register Notice announcing plans to execute a test in February 2019 to investigate legacy receiver week roll-over behavior and analyze any off-nominal behavior exhibited.
The Global Positioning System week number rollover occurs in the GPS legacy navigation message every 1,024 weeks due to the GPS week number being represented by only 10 bits within the LNAV message.
