As readers of NSPS News & Views are aware, National Surveyors Week is celebrated each year during the week in March following the 3rd Sunday.

An article appeared in the January 18, 2018 edition of NSPS News & Views regarding a proposal being promoted by the Governor of South Dakota to allow cross-border practice of licensed activities for a period of time, during which the practitioner would seek actual licensure. The proposal, known as the Compact for the Temporary Licensure of Professionals, encompasses more than 80 licensed activities, including Surveying, Engineering, and Architecture, and is intended to include licensees from South Dakota, Colorado, Montana, North Dakota, and Wyoming. A draft licensure Bill has been prepared that would allow an out-of-state licensee to practice for 18 months in a participating state while seeking licensure there. Obviously, NSPS is monitoring this, as are the state surveying societies and licensing boards in the affected states, and NCEES.

Next Tuesday, February 6, the Committee on Oversight and Government Reform ("OGR") of the U.S. House of Representatives is scheduled to mark-up (vote in committee), H.R. 1339, the Freedom from Government Competition Act. NSPS has historically been in strong support of this bill and included it in its Hill visits during Lobby Day on several occasions. This mark-up is a major victory for NSPS. It is the first BIG step in getting the bill passed. NSPS members should contact members of the U.S. Houses of Representatives from their state who are members of the House Committee on Oversight and Government Reform and urge a "Yes" vote on H.R. 1339, the Freedom from Government Competition Act. President Trump's fiscal 2019 budget request will be sent to Congress a week later than anticipated due to time lost during the recent government shutdown, according to the Office of Management and Budget (OMB). "The shutdown came at a very critical time and therefore we have to slip to at least the 12th [of February]," OMB spokesman John Czwartacki told Politico.

A coalition of seven organizations, including NSPS, recently wrote Department of Labor Secretary R. Alexander Acosta requesting the rescission of AAM 212. The coalition commented: "As design and construction organizations whose members depend on the survey crews working under the responsible charge of licensed, professional surveyors, we do not consider such workers to be 'laborers and mechanics' under the meaning of that term in the Davis-Bacon Act. We are deeply concerned that AAM 212 has set a dangerous precedent that could significantly and adversely affect other design and construction activities in the future." Details of the Trump Administration's infrastructure program are beginning to emerge, following last night's State of the Union address in which President Trump outlined a $1 trillion investment for a large-scale, fast rebuild of America's depleted infrastructure. NSPS Government Affairs consultant John Palatiello was at the headquarters of the U.S. Department of Transportation last week discussing the role of surveying and mapping in infrastructure projects in the office of the Assistant Secretary of Transportation for Intergovernmental Affairs. The winter meeting of MAPPS had many of the trappings members have come to expect, but the event agenda was adjusted to provide an opportunity to describe some significant changes in the structure of the organization and what they will mean going forward. Brian Raber, MAPPS president, explained the new structure, which separates the association and event management, legislative affairs, and accounting/legal functions.

A decision by the Department of Defense may be what's holding up action on the Air Force's $10 billion plan to build 22 new GPS IIIF satellites and could increase the chances of further, perhaps substantial, delays.
The Pentagon has determined that the GPS III Follow-On Production program (GPS IIIF) is a "new start" under its rules.
"The Department of Defense has concluded that this effort is a new program and will be a new start in future budgets," said an Air Force spokesman.
