"I thought I was going over to the Governor's office for another meeting," said Vollmer, who at age 99 has been a field surveyor in the Department of Natural Resources Division of Engineering for 54 years. "Whenever there's a new governor, they always do something for longtime employees and give them a pencil or something," he said. "I got into the office, and the meeting was for me. There wasn't anyone else there. I still didn't know it would be this."
The Sagamore of the Wabash is the highest civilian award bestowed by an Indiana governor.

A nationally recognized four-level certification program for surveying and mapping technicians offered by the National Society of Professional Surveyors (NSPS), the Certified Survey Technician (CST) program provides objectives for improvement and advancement for field and office positions, and gives important and needed recognition to the Survey Technicians in the Public and Private sectors. The program uses "work elements" to define the testing parameters such as; Survey History, Types of Surveys, Field Equipment and Instruments, Field Operations, Survey Computations, Horizontal and Vertical Control Points, Plan Reading and Prep, First Aid and Safety, Principles of the Profession, Office Operations, Supervisory Skills, etc. It is recognized by the U.S. Department of Labor as part of the National Apprenticeship Program.

Earlier this week, Reps. Gus Bilirakis (R-FL) and Elizabeth Esty (D-CT) introduced the Flood Insurance Integrity Act, H.R. 879. In remarks delivered in the House of Representatives, Rep. Bilirakis said the bill will ensure accountability and transparency when it comes to calculating flood insurance rates, including through a Government Accountability Office (GAO) review of FEMA's National Flood Insurance Program (NFIP) to make sure flood insurance maps are updated. FEMA NFIP flood map reform is one of the issues NSPS members will take to Capitol Hill on March 15, 2017 during the 3rd Annual National Surveying, Mapping and Geospatial Conference set from March 13-18 in Silver Spring, Maryland.

Debate on fulfillment of President Trump's campaign promise to develop a $1 trillion infrastructure program to rebuild America's roads, bridges and other assets is heating up in Washington, DC with attention focused on whether projects will be delivered through tax financing, direct Federal contracts, or grants to states. When NSPS members go to Capitol Hill for "Lobby Day" on March 15, 2017 during the 3rd Annual National Surveying, Mapping and Geospatial Conference set from March 13-18 in Silver Spring, Maryland, infrastructure and the role of surveying and mapping will be an issues for discussion with Congress.

The House Committee on Oversight and Government Reform last week favorably reported H.R. 679, the "Construction Consensus Procurement Improvement Act" as amended., to the full House of Representatives. Sponsored by Rep. Mark Meadows (R-NC), section 3 of the bill improves the manner in which Federal contracts for design and construction services are awarded as part of design-build procurement, and section 4 prohibits the use of reverse auctions for design and construction services procurement, including surveying and mapping. Both reforms have long been championed by NSPS and the Council on Federal Procurement of Architectural and Engineering Services (COFPAES), of which NSPS is a member. NSPS lobbyist John "JB" Byrd met earlier this week with Rep. Paul Mitchell (R-MI). Prior to his election to Congress, Mitchell dedicated much of his career to workforce training, serving the State of Michigan, the Chrysler Corporation, and ultimately as CEO of Ross Education. Serving his first term from the 10th Congressional District of Michigan, he was appointed to the Transportation and Infrastructure Committee, the Education and the Workforce Committee, and the Oversight and Government Reform Committee. Plato once expressed concerns that an information technology called writing might weaken a person's mind and cause trouble in the community. His main concern was that this approach to knowledge transfer would be unable to validate whether understanding had been achieved. We know digital technology and automation has impacted surveyors. We are much more productive, and the results are more precise. However, there seems to be some loss of quality at the stage in the work where judgment is applied and decisions are made.
