NSPS Government Affairs Consultant John Palatiello presented testimony last week before a subcommittee of the House Appropriations Committee. The hearing focused on the USGS 3DEP program and the funding request for FY 2021. Video coverage of Palatiello's remarks includes the segments beginning at 1:12:50 and Q&A beginning at 1:25:30. In his prepared remarks, Palatiello stated "Our request and recommendation to the Subcommittee is to appropriate funds for the 3DEP program at its optimal annual level of $146 million among all participating agencies."

Renton Technical College
The 2nd year of a 2-year program for those with goals to become licensed as a land surveyor or highly skilled technically, it combines geospatial-technical courses with boundary and land use courses.
The program starts every mid-September with a recommended course sequence through mid-June. The cost of the course is approximately $4800, on the same tuition rate as other RTC courses, with modest book and equipment requirements. Completion includes a one-year certificate and the option of a 2-year AAS degree. The course uses the CANVAS Learning Management System. On-campus labs and equipment are also available for students who have opportunity to come to campus. For more information, click here.

President Trump's proposed FY 2021 Budget, including the related fact sheets, was released earlier this week. Details found in the specific books for agencies such as USGS and Department of Interior. The Congressional Budget Office’s (CBO’s) recently released an infrastructure funding report, “Public-Private Partnerships for Transportation and Water Infrastructure”. Federal, state, and local governments spent $441 billion on transportation and water infrastructure in fiscal year 2017, and there is widespread demand for greater investment. All levels of government face calls to improve highways and other transportation systems and to make drinking water and wastewater systems safer and less expensive for users. The CBO report explains the differences between the use of public-private partnerships for transportation and those for water infrastructure. NSPS will be promoting a strong role for surveying, mapping, and geospatial data and services in the next highway bill and other infrastructure legislation during its Day on the Hill in Washington, DC on April 1.

There is a national movement to reform occupational licensing laws that are frivolous, restrict commerce, and erect barriers to market entry. NSPS is pointing out that licensure of the design professions – architecture, engineering and surveying – should not be painted with a broad brush as licensing in these professions protect public health, safety, and welfare. A new poll shows a large segment of the American public agrees. NSPS will be promoting the public health, safety, and welfare benefits of design professional licensure during its Day on the Hill in Washington, DC on April 1.

NSPS lobbyist John "JB" Byrd recently met with Jerry Carl (R), a candidate for the U.S. House of Representatives in the 1st Congressional District of Alabama. This is an open seat caused by the decision of current Congressman Bradley Byrne (R) to run for the U.S. Senate. Mr. Carl started his first company at the age of 25 and grew that small business into numerous other companies throughout the region. In all, Jerry has started over ten different companies ranging from real estate to healthcare and timber. The primary in Alabama is scheduled for Tuesday, March 3, 2020. Americans by the millions are being tracked through their cell phones, using location data sold both legally and, apparently, illegally. The buyers-users range from marketers and bounty hunters to border enforcement groups within the Department of Homeland Security.
The data comes from two primary sources: the cellular phone-tower data generated by the operation of the phones as they connect and move through the network, and by the apps within cell phones that determine location, often via the GNSS chip in each phone.

GPS World
The nation's third next-generation GPS III satellite — and the first delivered by Lockheed Martin to the new U.S. Space Force — has arrived in Florida for an expected April launch.
On Feb. 5, the third Lockheed Martin-built GPS III space vehicle was shipped to Cape Canaveral from the company's GPS III Processing Facility near Denver aboard a massive Air Force C-17 aircraft traveling from Buckley Air Force Base, Colorado.
