Message from Jim: Water always takes the shape of the container being used to hold it. In many ways, land development and watershed modifications become the container and change the shape of water, or in other words, define drainage flow intensity, direction, and volume. Outside of a Special Flood Hazard Area (SFHA), where risk is deemed as being low or moderate, development practices which modify the land and change drainage may be regulated less strictly and the effects of development on the watershed may not be as obvious.

Virtual meeting Wednesday January 31, 2018 Report submitted by Wendy Lathrop, PLS, CFM
This was a brief (under 2 hours) administrative meeting during which we elected a new Chair (Jeff Sparrow, PE, CFM), who will take up the reins when the 2017 Annual Report is reviewed by the FEMA Administrator. While that date has not been shared with TMAC, we do know that the Report was submitted to FEMA on January 10, 2018. When the Report is made publicly available, I will share the link with NSPS. The dedicated webpage on FEMA's site for TMAC updates, open to the public and containing links to all reports, is https://www.fema.gov/technical-mapping-advisory-council.
Next on the agenda was a brief update on attempts to reauthorize the National Flood Insurance Program, which was set to expire this past fall and has been extended several times, just weeks at a time, the latest extension being from the January 19 shutdown until February 8, 2018. Political disarray has resulted in multiple reauthorization proposals, some containing new charges for TMAC. Many of these competing House and Senate proposals suggest changing approaches to mapping, to flood insurance, or to both. There are too many variations to digest and report on, and the landscape is shifting too much for me to be able to update NSPS on this coherently. The impact on TMAC is that there may be effects on what we are supposed to accomplish this year, which complicates planning our 2018 Annual Report and starting our research and writing. Reports are supposed to be essentially complete by October 1st, with subsequent meetings prior to January 1st for technical edits only, not substantive changes.

President Trump earlier this week released the Administration's fiscal year 2019 budget proposal. The proposal includes some reductions, as well as increases in programs affecting the surveying and mapping profession. Of particular note, it proposes reducing the discretionary appropriation for the National Flood Insurance Program (NFIP)'s Flood Hazard Mapping Program from the 2018 actual amount of $178 million down to $100 million. However, just last year in the 2018 proposed budget, the NFIP was zeroed out. The budget document notes the proposed reduction will "preserve resources for the Department of Homeland Security's core missions." It goes on to say, "FEMA has mapped 1.13 million stream miles covering 98 percent of the population in the United States. However, maintaining maps is an ongoing, resource-intensive effort. With 65 percent of the mapped miles up-to-date, the mapping cycle requires not just continued financial investment, but also process and technology improvements to increase its efficiency. Given limited resources and the backlog of flood mapping needs despite regular federal investment, the Budget proposes to reduce flood map funding to preserve resources for the Department of Homeland Security's core missions. Over the next year, the Administration will work to improve efficiency in the flood mapping program, including incentivizing increased State and local government investments in updating flood maps to inform land use decisions and reduce risk." Last year, the Trump Administration recommended no funding for the mapping program, but the funding was restored by Congress.

Also this week, President Trump released his long-awaited infrastructure proposal. The 2019 proposed budget has an accompanying fact sheet on infrastructure, with a theme of "Expanding Federal Leveraging Programs" — $14 billion in additional subsidy funding for key Federal credit programs that finance infrastructure projects, along with expanded eligibility to other sectors such as airports and ports. Private Activity Bonds (PABs), which often support regionally and nationally significant projects, would have broaden eligibility and flexibilities. The Budget estimates the cost of these policy expansions at $6 billion. It also includes proposals on workforce development and occupational licensing reform.
National Geodetic Survey (NGS)
NGS encourages its partners to perform GPS on Bench Marks for National Surveyors Week (March 18–24, 2018). All are welcome to participate in a webinar (February 15, 2018 from 2PM to 3 PM EST) to discuss recommendations for marks to observe that will help improve GEOID18 (a new hybrid geoid model to replace GEOID12B) and the transformation tools that will be developed with the new datums in 2022.

NSPS lobbyist John "JB" Byrd recently met with former Congressman Steven Horsford (D), a candidate for an open seat in the U.S. House of Representatives from Nevada created by the retirement of Rep. Ruben Kihuen (D-NV). The primary in the 4th Congressional District is set for June 12, 2018. Horsford currently owns a small business, learning firsthand the challenges small business owners face. He continues to focus on creating job training opportunities for workers and the disadvantaged.

Will the restoration of degraded lands come to the rescue of a world short on water, arable land and space — a world long on polluted water, unusable land and mouths to feed, young and old? The short answer is that it depends. At least geoscientists are well on their way to quantifying the potentially restorable areas. After repeated delays the Air Force Space Command released its request for proposals in a winner-take-all contest to build 22 new GPS III satellites.
The total procurement, which could be worth some $10 billion, will go to a single bidder, the Air Force Space Command confirmed in the announcement posted on FedBizOpps.gov. The deal will be structured as a "predominantly Fixed Price Incentive-type contract" with delivery of the first spacecraft expected in 2026.

GPS World
Phasor Measurement Units are playing an increasingly important role in wide-area monitoring and control of power systems. PMUs allow synchronous real-time measurements of voltage, phase angle and frequency from multiple remote locations in the grid, enabled by their ability to align to GPS clocks. Given that this ability is vulnerable to GPS spoofing attacks, this paper proposes a distributed real-time wide-area oscillation estimation approach that is robust to GPS spoofing on PMUs and their associated Phasor Data Concentrators.
