WHAT IS THIS PROGRAM? The CFS training and certification program is designed to educate New Jersey licensed surveyors on the forms and processes associated with floodplain properties and the submittal of elevation certificates. Several state surveying societies have initiated similar training during the past several years, and discussion among NSPS Directors representing the respective state societies continues during each of the NSPS semi-annual meetings.

The USGS 3D Elevation Program (3DEP) will be featured during a Congressional briefing co-hosted by the House Manufacturing Caucus and sponsored by NSPS. Tomorrow’s panel will address how domestic manufacturing jobs can be supported by mapping efforts used by Federal agencies to locate critical minerals and materials. Critical minerals and materials are used for cell phones, computers, automobiles, airplanes, ships, and many other products that are critical to our economy and security.
Unfortunately, the United States relies on other countries entirely for more than a dozen minerals that are vital to the national economy and security. Experts in manufacturing, geology, and mapping will present the relationship between the U.S. Geological Survey's Earth Mapping Resources Initiative (MRI), 3D Elevation Program (3DEP), and the Department of Energy's Critical Materials Institute (CMI). NSPS Government Affairs Consultant John Palatiello will be one of the panelists discussing 3DEP.

NSPS
The Ocean Policy Committee, Ocean Science and Technology Subcommittee and the Office of Science and Technology Policy (OSTP) and the Council on Environmental Quality (CEQ) as co-chairs of the Ocean Policy Committee, and NOAA requests input from all interested parties on the development of a National Strategy for Mapping, Exploring, and Characterizing the United States Exclusive Economic Zone (U.S. EEZ). Through this Request for Information (RFI), the Ocean Policy Committee seeks input from the public on ways to map, explore, and characterize the U.S. EEZ; to reveal the terrain of the ocean floor and identify areas of particular interest, and to identify and evaluate natural and cultural resources within these areas. The public input provided in response to this RFI will inform the Ocean Policy Committee as it works with Federal agencies and other stakeholders to develop the strategy. The public comments opportunity closes on March 12, 2020.

President Trump has issued an Executive Order on positioning, navigation, and timing (PNT) that seeks to protect critical infrastructure from disruptions, such as cyber attacks, and sets in motion the development of an alternative system to GPS. NSPS government affairs consultant John Palatiello and lobbyist John “JB” Byrd participated in a conference call organized by the White House earlier this week to provide background on the policy.

NSPS lobbyist John “JB” Byrd continues his ongoing efforts to introduce NSPS and the interests of its members to Congress. He recently met with Troy Nehls (R), a candidate for the U.S. House of Representatives in the 22nd Congressional District of Texas. This is an open seat caused by the decision of current Congressman Pete Olson (R) to retire at the end of this Congress. Sheriff Troy Nehls Fort Bend County Sheriff, enlisted in the U.S. Army at age 19 and was deployed on combat tours including Bosnia, Iraq, and Afghanistan. After 21 years of military service, he retired with the rank of Major and as the recipient of two Bronze Stars. The primary in Texas is scheduled for Tuesday, March 3, 2020. In November 2019, the U.S. Department of Interior made the decision to ground its 531-strong drone force, with the exception of drones being used for emergency purposes such as fighting wildfires and conducting search and rescue missions.
The move came as the result of growing concerns that espionage technology was embedded in the drones.

A new White House executive order gives the federal government a year to develop and test profiles for the responsible use of space-based positioning, navigation and timing — better practices that it must then incorporate into federal contracting requirements for critical infrastructure suppliers.
“The national and economic security of the United States depends on the reliable and efficient functioning of critical infrastructure,” said the executive order.

GPS World
The EGNOS payload aboard the Eutelsat 5 West B satellite has entered service, according to Eutelsat Communications. The satellite carries a payload for the European GNSS Agency called GEO-3. GEO-3 is designed to be aboard a geostationary satellite to augment GNSS signals.
A solar-array problem affected the satellite shortly after its Oct. 9 launch.
