The overarching need to include timely and accurate surveying, mapping and geospatial data to plan, design, build, operate and maintain new and existing infrastructure will be the message NSPS members deliver to Congress during the society’s "Day on the Hill," April 9. The need for accurate location and other data is evident in an infrastructure bill, as well as in other legislative proposals including 3DEP, Digital Coast, the FLAIR Act, pipelines and underground utilities and FEMA flood insurance mapping. It is with great sadness that we report the passing of Robert (Bob) Myers, long time active participant in many surveying related entities including ACSM/NSPS.
A 7th generation Surveyor, Bob began his career in the profession in 1958 in his family’s business. In 1971, he was selected to become the first State Land Surveyor of Missouri (one of the first such positions in the entire U.S) and held that position until his retirement in 1997. Even after retirement Bob continued to participate in a variety of surveying-related activities. His accomplishments are too many to recount, but his love for the profession and his fellow Surveyors was what made him an iconic figure. I am among those whose lives (professionally and personally) were enriched by knowing this great man. Condolences to Bob's family and a multitude of friends. He will be missed immeasurably.

The Hydrographic Services Review Panel (HSRP) will hold a meeting from March 5-7, 2019 in Washington, DC. Information about the HSRP meeting, agenda, presentations, webinar registration, and other background documents will be posted online. The panel is convening on issues relevant to NOAA's navigation services, focusing on national issues such as stakeholder use of navigation services data, sea level rise and inundation, and legislative priorities.

The USGS 3D Elevation Program (3DEP) recently announced the availability of a new way to access and process lidar point cloud data from the 3DEP repository. 3DEP has been acquiring three-dimensional information across the United States using light detection and ranging (lidar) technology- an airborne laser-based remote sensing technology that collects billions of lidar returns while flying- and making results available to the public. The USGS has been strategically focused on providing new mechanisms to access 3DEP data beyond simple downloads. With 3DEP’s adoption of cloud storage and computing, users now have the option to work with massive lidar point cloud datasets without having to download them to local machines. USGS is uploading 3DEP lidar point cloud data into an Amazon s3://usgs-lidar Requester Pays bucket*.

President Trump's declaration of a national emergency last week to fund the construction of a border wall could open the possibility of circumventing a competitive bidding process to award a multibillion-dollar contract to a favored company. Neither the administration nor Customs and Border Protection and the USACE, both of which oversaw previous contracts related to the border wall, has outlined what type of contracting process it will follow. An emergency declaration gives President Trump extraordinary flexibility.
