Take a look at the program. You won't want to miss the offerings of professional, educational and technical sessions to be presented during the MAPPS and NSPS joint National Surveying, Mapping and Geospatial Conference to be held March 14-18 at the Hilton Hotel in Crystal City, VA. The conference will provide more than 30 hours of education that may qualify for continuing education credit for licensure or certification in technical sessions presented by individuals; an exhibit hall; a mock trial educational workshop and workshop on the new ALTA/NSPS standards; the NSPS Student Competition; the organizations' annual "Lobby Day" meetings with Congressmen and Senators on Capitol Hill; as well as NSPS committee meetings and NSPS Board meeting.

With the structure change in NSPS governance precipitated by the joint membership program with the state societies, changes were also made to officer positions and terms of office. The former Secretary/Treasurer position was separated into two positions, each with a three-year terms. Accordingly, there was no election for either position for 2016. With the President-elect ascending to the Presidency, and no candidate stepping forward to challenge the 2015 Vice President for the President-elect position, the only office that was in contention is Vice President. NSPS could not lose with the either of the two candidates, both of whom have contributed (and will continue to do so) mightily to the success of the organization. Still, there can be only one person elected.
The result of the election is that Kim Leavitt from Idaho will assume the position of NSPS Vice President during the NSPS General Membership meeting in March.

Rep. Earl Blumenauer (D-OR) has introduced H.R. 4468, the "Water Infrastructure Trust Fund Act of 2016". This bipartisan bill establishes a Water Infrastructure Investment Trust Fund. This will provide a small, deficit-neutral, protected source of revenue to help states replace, repair, and rehabilitate critical clean and drinking water facilities by creating a voluntary labeling and contributory system to which businesses that rely on a clean water source could opt-in. It allows businesses to choose to place a small label on their products indicating their commitment to protecting America’s clean water, contributing $0.03 to the Water Infrastructure Trust Fund for each unit bearing the label. The Trust Fund revenue will be distributed to the states as grants and loans through the Clean Water State Revolving Fund (CWSRF) and the Drinking Water State Revolving Fund (DWSRF) to help public water systems finance wastewater and drinking water infrastructure projects. The legislation also commissions an EPA study of the water affordability gap facing low-income populations and an analysis of solutions to systemic barriers affecting access to safe water systems. In addition, a recent Congressional Research Service (CRS) report covered WIFIA.

Earlier this month, the Senate Committee on the Judiciary held a hearing to explore the benefits and problems for occupational licensing. In his prepared statement before the Committee, the Chairman of the President's Council of Economic Advisors Jason Furman said, "Like many economic policies, occupational licensing has benefits and costs. Licensing is usually justified on the grounds that it improves quality and protects the public against incompetent or dangerous practitioners." He went to indicate specific best practices that the White House supports including, "First, licensing restrictions should be closely targeted to protecting public health and safety, and should not be overly broad or burdensome," and, "Finally, States should expand reciprocity agreements and harmonize licensing requirements to increase workers’ mobility across state lines." Surveyors are warned there is a national campaign to end some licensing and the case needs to be made for why surveying licensure is needed to protect public health, welfare and safety. COFPAES, of which NSPS is a member, filed a comment for an earlier Congressional hearing.

On February 16, NSPS registered lobbyist John "JB" Byrd met with Maryland State Representative Kathy Zseliga (R), candidate for U.S. Senate. She is currently the highest ranking Republican woman in the state. From her background in small business and co-owner of a construction firm, and campaign platform centered on looking out for the "little guy" and blue collar workers, she appreciated learning of the need for workforce development opportunities to help attract and recruit the next generation of professional surveyors. She is running for the open senate seat vacated by the retiring Sen. Barbara Mikulski (MD).

The Federal Geographic Data Committee (FGDC) is requesting public input on proposed revisions to the U.S. Address Data Standard. Information regarding proposed updates to the published standard as well as instructions for submitting additional proposals and comments can be found a Federal Register notice. Comments are due by April 25.

The National Geospatial Advisory Committee has published a "changing landscape" paper to document the evolution in geospatial data and applications. The paper will help guide the next administration on policies related to geospatial activities in the Federal government.
