This episode of “Surveyor Says!” features our next “Future Focus” spotlight on education. Today’s guests are David Acosta, PLS, and Adjunct Professor Geomatics/Surveying Program at New Mexico State University in Las Cruces, NM along with Chris Pappas, NSPS Director for New Mexico. NSPS Executive Director Curt Sumner recently sat down with David and Chris to talk about the program at NMSU and the challenges faced by college programs and the surveying profession.

Earlier this month, President Trump signed an Executive Order on Strengthening National Resilience through Responsible Use of Positioning, Navigation, and Timing (PNT) Services, which directs the Federal government to develop guidance that mitigates the risks of disruption to critical infrastructure that rely on PNT services. As the first nation to take this action, the Administration is advancing America’s leadership in emerging technologies and securing infrastructure vital to national security, commercial industry, and our everyday lives. PNT service, such as the Global Positioning System (GPS), is among the most used utilities in the world. Americans rely on it every day for a variety of purposes ranging from electricity to smartphone applications. This action by the President will help to ensure that the United States maintains uninterrupted access to essential services that rely on PNT. NSPS government affairs consultant John Palatiello and lobbyist John “JB: Byrd were invited to participate in a White House conference call and meeting held last week with discussions from the National Security Council, Department of Transportation, and Department of Homeland Security.

NSPS members will recall that we have been asked a number of times to participate in similar research efforts. Most recently, related to the definition of the categories “Survey Technician” and Geodetic Surveyor”. The response in both of these instances was very good.
The current request from O*NET provides a great opportunity for NSPS members to “define” who we are. We are seeking volunteers for this effort because NSPS policy prohibits the dissemination of its members’ names/contact information without their consent.

Ryan R. Branfort, PLS, GISP, Senior Vice President with Wilson & Company, Inc., Engineers & Architects of Salina, KS, a member of NSPS and the Kansas Society of Land Surveyors (KSLS) will testify tomorrow before a joint hearing of the Subcommittee on Environment and Subcommittee on Investigations and Oversight of the Committee on Science, Space, and Technology of the U.S. House of Representatives. Branfort will appear before a hearing on
Federal flood maps in a changing climate. He will present geospatial technologies, data, services, and applications to improve flood mapping.

The USGS 3D Elevation Program (3DEP) was featured during a Congressional briefing last week co-hosted by the House Manufacturing Caucus and sponsored by NSPS. This panel addressed how domestic manufacturing jobs can be supported by mapping efforts used by Federal agencies to locate critical minerals and materials. Critical minerals and materials are used for cell phones, computers, automobiles, airplanes, ships, and many other products that are critical to our economy and security. Unfortunately, the United States relies on other countries entirely for more than a dozen minerals that are vital to the national economy and security. Experts in manufacturing, geology, and mapping covered the manufacturing connection between the U.S. Geological Survey's Earth Mapping Resources Initiative (MRI), 3D Elevation Program (3DEP), and the Department of Energy's Critical Materials Institute (CMI). A delegation from the Virginia Association of Surveyors (VAS) presented a certificate of Honorary Member to Dr. Gladys West, a mathematician and native Virginian known for her contributions to the mathematical modeling of the shape of the Earth, and her work on the development of the satellite geodesy models that were eventually incorporated into the Global Positioning System (GPS). Representing VAS was President Gary Faulhaber, Second Vice President Alison Hanson, and Dave Doyle (Honorary Member of VAS and former Chief Geodetic Surveyor of the National Geodetic Survey).

Evolving the Geodetic Infrastructure to Meet New Scientific Needs summarizes progress in maintaining and improving the geodetic infrastructure and identifies improvements to meet new science needs that were laid out in the 2018 report Thriving on Our Changing Planet: A Decadal Strategy for Earth Observation from Space. Focusing on sea-level change, the terrestrial water cycle, geological hazards, weather and climate, and ecosystems, this study by the National Academies of Science examines the specific aspects of the geodetic infrastructure that need to be maintained or improved to help answer the science questions being considered. This hour-long webinar recorded last week was moderated by Dr. David T. Sandwell, professor of geophysics at the Scripps Institution of Oceanography at the University of California, San Diego. Dr. Sandwell’s research interests are focused on mapping large-scale topographic features beneath the ocean using data collected by remote-sensing instruments on satellites orbiting the earth and sonars on research vessels.

NSPS lobbyist John "JB" Byrd recently met with Darren Duncan (R), a candidate for the U.S. House of Representatives in the 15th Congressional District of Illinois. This is an open seat caused by the decision of current Congressman John Shimkus (R) to retire at the end of this Congress. As a lifelong resident of Vermilion County, Darren was elected to two terms on the local school board. After helping clean up the district’s finances, he was appointed, then elected, to the Vermilion County Board for two years, then appointed as County Treasurer and eventually elected to a full term in 2018. Since becoming Vermilion County Treasurer, Darren has streamlined the office to better serve taxpayers and to make distributions to local schools earlier than ever before. Recently I’ve been doing a bit of GIS training with environmental companies, mostly to help them make the move to open source software. You see, a few companies out there have propriety software licenses that are due to end, but the companies can’t justify the renewal when all they do is draw boundaries on a map and print it out for a client.
One common need among these companies is to be able to record locations and information out in the field on mobile devices for ecological surveys.

L3Harris Technologies has reached a major milestone in the U.S. Air Force’s Navigation Technology Satellite-3 (NTS-3) project — passing the preliminary design review that defines the spacecraft’s path to delivery and allows the program to move to the next phase of development.
NTS-3 is an experimental program examining ways to improve the resiliency of the military’s positioning, navigation and timing capabilities.

A United Launch Alliance Atlas 5 rocket scheduled to fly a $1.4 billion Advanced Extremely High Frequency military satellite next month will also carry a small spacecraft as a secondary payload.

The government organization that is responsible for the mapping of the world and providing geospatial information to the military doesn’t rely on film the way it once did. Still, it maintains 170 million historical images dating back to 1935, including imagery produced by the KH-7, KH-8 and KH-9 spy satellites from 1963 to 1986.
