For the first time is quite a few years, the Student Competition was conducted entirely “onsite”. Teams representing 12 schools (11 4-yr. and 1 2-yr.) gathered in Las Vegas a few days ahead of the 2018 NSPS Spring Business meetings. On the first day the teams were transported to a plot of BLM (thanks to BLM for support) land to perform the assigned field work. Much lower than normal temperatures, and a strong wind blowing off the mountains, gave the team members a good concept of the elements often encountered in performing field work. Computations and map preparation were conducted on day two, with presentations before a panel of judges on day three. See the attached Press Release for more details.
NSPS is pleased to announce that, beginning with the 2018 competition, the First Place award will be named in honor of Mike and Anne Besch (University of Akron). They were largely responsible for the initiation and continued success of the student competition. Sadly, we lost Mike not too long ago; however, Anne is still active and accompanied the Akron team this year. She is seated second from the left in the “teams” photo included in the attachment hereto.

When I was NSPS President in 2006, Lisa Isom, owner of Assurance Risk Managers (ARM), worked with NSPS to establish the NSPS Insurance Program. Any organization you belong to should provide you as an individual and business with benefits. NSPS certainly provides a wide range of programs and benefits. I think that from a financial viewpoint the NSPS Insurance Program is the premier benefit available to all of you.
Since I was instrumental in establishing the Insurance Program, I thought that I should participate in it. I asked Lisa to give me a quote on my entire insurance package. The quote came back and I was shocked. The premium for everything was in excess of $10,000.00 lower than what I was paying. The companies that Lisa quoted were all top of the line. I was impressed.
Now I am Irish, however the decision to switch to the NSPS Program did not require much thought! Putting that much money in my pocket even made sense to me! Whenever I spoke about the program, it seemed that closing with the above title was a natural concluding phrase. It still is today. In the coming months I will be telling you about the various aspects and types of policies available through the program.

The Joint Government Affairs Committee (JGAC) Chairman Pat Smith of briefed the NSPS Board last week in Las Vegas featuring an update on Federal issues with a focus on infrastructure, the Geospatial Data Act, and licensing. Smith also alerted the Board regarding the upcoming NSPS Day on the Hill planned for April 11. In preparation of the NSPS Day on the Hill, John M. Palatiello & Associate, Inc., will be holding training webinars on the three issues (Infrastructure, Geospatial Data Act, and Private Sector Utilization) to be taken to Hill by NSPS members with two sessions scheduled for 1:30pm EST on both March 26 and March 29.

The NSPS annual General Membership meeting, Committee meetings, and the NSPS Board of Directors met February 20-22 in Las Vegas, NV. A summary has been provided by NSPS Secretary Tim Burch.

The Department of the Interior recently issued a notice indicating the Secretary of the Interior has renewed the National Geospatial Advisory Committee (NGAC) and the next meeting is scheduled from April 3-4, 2018 in Washington, DC. Comments regarding the renewal of this Committee must be submitted not later than March 7, 2018. The NGAC provides advice and recommendations to the Federal Geographic Data Committee (FGDC), through the FGDC Chair, related to the management of Federal geospatial programs, the development of the National Spatial Data Infrastructure (NSDI), and the implementation of Office of Management and Budget (OMB) Circular A–16 and Executive Order 12906. The NGAC will review and comment upon geospatial policy and management issues and will provide a forum to convey views representative of non-Federal partners in the geospatial community.

NSPS lobbyist John "JB" Byrd recently met with Lance Gooden (R), a candidate for an open seat in the U.S. House of Representatives from Texas to be created by the retirement of Rep. Jeb Hensarling (R-TX), the current Chairman of the House Committee on Financial Services. The primary in the 5th Congressional District is set for March 6, 2018. Currently serving his 3rd term as a State Representative, Lance has also worked as an insurance broker for energy and energy-related companies.
