Based on reports from the respective state licensing boards, the National Council of Examiners for Engineering and Surveying annual publication reports that in 2018 there was a total of 52,225 licensed Surveyors nationwide. This is up from 51,091 in 2017. Regarding "resident" and "nonresident" licensees, the numbers are 38,931 resident and 13,294 non-resident, compared 38,914 and 12,177 respectively in 2017.
Although the numbers are not dramatic, they are in contrast to the past few years which saw an overall drop of 4384 from 2016 to 2017. From 2007 through 2017, the overall numbers had remained in the 50,000 to 56,000 range.

The National Geodetic Survey (NGS) regularly adopts strategic plans to prioritize efforts and initiatives aimed at supporting the National Spatial Reference System (NSRS). NGS recently updated its 10-year plan, now renamed "NGS Strategic Plan: 2019-2023." The update does not significantly change NGS priorities; rather it reflects the progress NGS has made implementing the current strategic plan over the past five years.

The overarching need to include timely and accurate surveying, mapping and geospatial data to plan, design, build, operate and maintain new and existing infrastructure will be the message NSPS members deliver to Congress during the society’s "Day on the Hill," April 10. The need for accurate location and other data is evident in an infrastructure bill, as well as in other legislative proposals including 3DEP, Digital Coast, the FLAIR Act, pipelines and underground utilities and FEMA flood insurance mapping. Rep. Rick Crawford (R-AK) has reintroduced a modified version of his previous bill in the last session of Congress to transfer responsibility for mapping in support of the National Flood Insurance Program (NFIP) from FEMA to USGS. The bill is H.R. 1402 in this Congress. Unlike its predecessor version, H.R. 1402 does not eliminate the non-governmental members of the Technical Mapping Advisory Council (TMAC). This is a victory for NSPS.

Rep. Harley Rouda (D-CA) has introduced H.R. 1317, the Coastal Communities Adaptation Act. The bill seeks to improve the resilience of the built and natural environment to natural disasters and climate change using, among other measures, natural and nature-based features. It provides a competitive grant program in NOAA to advance coastal risk reduction and resilience measures. Included in the bill is a provision to require qualifications based selection (QBS) for grant recipients' contracting for program management, construction management, feasibility studies, preliminary engineering, design, engineering, surveying, mapping, or architectural related services. This is a provision COFPAES, of which NSPS is a member, has successfully added to other federal grant program legislation.

NSPS Federal Lobbyist John "JB" Byrd recently participated in a webinar hosted in Washington, DC by the Brookings Institute that examined the Flint, Michigan water crisis. Flint experienced lead contamination of the it's drinking water and an outbreak of Legionnaires' disease, a problem that has been in the national media for years, but there are still unanswered questions. Anna Clark, author of Poisoned City: Flint's Water and the American Urban Tragedy, and Douglas Farquhar, Program Director, Environmental Health, National Conference of State Legislatures, reported on what's happening in other communities. A recent Congressional Research Service (CRS) report found that as part of its responsibilities, the Department of the Interior (DOI) oversees and fosters the use of more than 480 million acres of public lands, 700 million acres of subsurface minerals, and 1.7 billion acres of the outer continental shelf. Each year, Congress deliberates on legislation that could affect DOI’s management of this vast federal estate. USGS serves as the science agency of DOI, providing physical and biological information across seven interdisciplinary areas: (1) water resources, (2) climate and land use change, (3) energy and minerals, (4) natural hazards, (5) core science systems (including surveying, mapping and geospatial data), (6) ecosystems, and (7) environmental health. Unlike other DOI bureaus, USGS has no regulatory or land management mandate.
