Because we have been promoting it so much, it is likely you are aware that most of the NSPS staff (Curt, Trish, and Sara) will be out of the office next week (March 12-17) working during the annual NSPS Student Competition, the NSPS/MAPPS joint conference that we have been promoting, and the 2017 NSPS Spring business meetings.

ASFPM
FEMA announced in a March 1 bulletin that the newly revised Elevation Certificate (FEMA form 086-0-33) can now be accessed at: https://www.fema.gov/media-library/assets/documents/160.
ASFPM spokesperson Bruce Bender announced that after the initial release of the Elevation Certificate, the ASFPM Insurance Committee began gathering feedback about issues users were having, and that some of those issues were addressed when FEMA announced on February 28, 2017 that they were issuing a corrected EC. Bender also noted that, "This form expires November 2018. FEMA officials at the FIPNC meeting agreed that it would be good to have industry users 'test drive' future forms before officially releasing them."

On March 2 2017, Rep. John J. "Jimmy" Duncan, Jr. (R-TN) and Sen. John Thune (R-SD) introduced the Freedom from Government Competition Act (FFGCA), H.R. 1339/S. 506, to require federal agencies to rely on the private sector when providing goods and services that are commercially available. "If a local small business can provide the same type of good or service that's being provided by the federal government and they can do it cheaper and more efficiently, why wouldn't we allow them to compete for those services?" said Thune in a news release touting the bill's introduction. This bill is one of the issues NSPS members are taking to Capitol Hill on March 15, and will be asking their Member of Congress and Senators to cosponsor the "yellow pages bill," such as surveying and mapping, which are commercial activities.

NSPS lobbyist John "JB" Byrd, met recently with Rep. Jason Lewis (R-MN). Prior to being elected to Congress, Lewis was a nationally syndicated radio host for over 20 years on The Jason Lewis Show. Serving his first term from the 2nd Congressional District of Minnesota, he was appointed to the committees on Education and the Workforce, as well as Budget. As a member of the Transportation and Infrastructure Committee, Rep. Lewis serves as Vice Chair of the Subcommittee on Coast Guard and Maritime Transportation. Infrastructure is one of the three issues NSPS members will be taking to Capitol Hill on March 15 during the 3rd Annual National Surveying and Mapping Conference next week in Silver Spring, Maryland, along with FEMA flood mapping reform and private sector utilization.

A recent Congressional Budget Office (CBO) cost estimate "scored" H.R. 679, the "Construction Consensus Procurement Improvement Act of 2017," as introduced by Rep. Mark Meadows (R-NC), and reported favorably with an amendment by the House Oversight and Government Reform Committee on February 2, at about $600,000 a year and $3 million over the 2018-2022 period. NSPS has been working within COFPAES, and as part of the Construction Industry Procurement Coalition (CIPC), to advance reforms to regulations involving the Federal procurement process for design-build and reverse auctions for A-E services, including surveying and mapping.

New U.S. Geological Survey maps identify potential ground-shaking hazards in 2017 from human-induced and natural earthquakes in the central and eastern United States. This is the second consecutive year both types of hazards are forecasted, as previous USGS maps only identified hazards from natural earthquakes.
