NSPS reminds you that registration is still open for the NSPS/MAPPS conference in Crystal City next week. Registration fees have been set up to accommodate the amount of time you have available to attend.

In addition to full registration, the following options are available:

The Mock Trial (Tuesday 9 AM – 4:30 PM) will have Jeff Lucas (Alabama surveyor/attorney) and Jim Demma (a Maryland surveyor/attorney) serving as the lawyers. The roles of the surveyors will be portrayed by Amanda Allred (NM surveyor) and Emily Pierce (WI surveyor). The audience will be the jury.
The 2016 ALTA/NSPS Standards workshop (Wednesday 8 AM – 5 PM) will obviously be more detailed than the 2-hour session I will present at our upcoming Chapter meeting.
Although NSPS did not seek pre-approval from the state licensing boards which require pre-approval for CEUs/PDHs for the Mock Trial and 2016 ALTA/NSPS Standards workshops, attendees from states not requiring pre-approval will likely be able to receive 8 hours of continuing education credits.

During the annual meeting of the New Jersey Society of Professional Land Surveyors (NJSPLS), the Society established a scholarship in honor of Walter G. Robillard, P.L.S., Esq. to be administered by the National Society of Professional Surveyors (NSPS) Scholarship Foundation. The scholarship is set up to assist students in the surveying field with their education. The awards selection will be based not just on academic standing, but also on need and potential as expressed in letters of recommendation.
NJSPLS President, Barry Gleissner, presented a Two Thousand Five Hundred Dollar ($2,500) check to fund the scholarship to NSPS Executive Director, Curt Sumner, along with a ten year commitment to match that donation for the Walter G. Robillard Scholarship In Surveying. George Allport, Jr., of Keystone Precision Products, presented NJSPLS with a donation of Two Thousand Five Hundred Dollars ($2,500) to support the first year of the scholarship.
Upon receiving the check for NSPS, Mr. Sumner questioned, “Is there a surveyor who doesn’t know, or know of, Walt Robillard?”
Commenting on the scholarship, Mr. Robillard noted, “Life is so short. You have to appreciate the scholarship and use it to the benefit of young people. Give the money to a young person to improve his mind”

A national campaign at the state level to do away with occupational and professional licensing is underway with broad legislation to rescind or restrict licensing having already been introduced in several states. The surveying community must be ready, vigilant and armed! With that in mind, NSPS is beginning an effort to draft a white paper that makes the case for preservation of licensing of surveyors. This document will explain why licensing of surveyors is essential to protecting public health, welfare and safety. Such a white paper can be used by all state surveying societies to pro-actively defend licensing and prevent legislation to de-license surveyors. If your state has been through a sunset review of your licensing board, or in another way have justified licensing of surveyors, please send copies of any testimony, position papers, letters or other material you produced to advocate for licensing of surveyors to NSPS Executive Director Curt Sumner. This is also an issue in Washington, DC. Read a letter that COFPAES, of which NSPS is a member, filed with the House Small Business Committee.

The topic for the March 14 show will be National Surveyors Week (March 20-26) activities. Joining host Curt Sumner for a discussion on the topic will be Frank Lenik. Frank has many titles and responsibilities in NSPS, one of which is as Chair/coordinator for National Surveyors Week activities. Joining Frank will be Galen Scott with NOAA/NGS to discuss tying the GPS on Bench Marks campaign with National Surveyors Week.

The Small Business Protection Act (H.R. 4671), a bill to reform Federal Prison Industries (FPI), was introduced March 2, 2016 by Reps. Bill Huizenga (R-MI) and Carolyn Maloney (D-NY). The bill would eliminate Federal Prison Industries advantages over the private sector and small business in the procurement of commercially available goods and services. Included is a provision long-supported by NSPS that prohibits inmates from having access to certain geographic or personal citizen information, thus barring FPI from providing in most GIS services.

During the Michigan Society of Professional Surveyors 75th Annual Meeting and Awards Banquet held in Kalamazoo, MI Feb. 17-19, the new MSPS Board of Directors and Officers were introduced and sworn in before the members and guests. What was significant about this year’s ceremony? Three of the officers are female! The 2016 MSPS Board of Directors elected Kelly Marie Fedele, P.S. & P.E. as President, the first ever female to hold that prestigious position in MSPS. The B.O.D. also elected Carol A. Waite, P.S. as Secretary and Barbara H. Snyder, P.S. as Treasurer of the Society. This is certainly the first time that the Executive Committee has had more than one female officer. What a milestone! Each of the new officers has demonstrated character, courage and confidence in their rolls as committee chairpersons for the many activities for which they have volunteered in recent years, and the MSPS membership expects that their leadership will help "Promote, Protect & Educate" the profession of surveying.

Last week, the U.S. Senate unanimously passed bipartisan legislation to help ensure the safety of America’s pipeline network. The bill, known as the SAFE PIPES Act, would reauthorize the Pipeline and Hazardous Materials Safety Administration (PHMSA) through fiscal year (FY) 2019. Key provisions of the bill include NSPS-supported sections encouraging PHMSA to investigate and report on advanced mapping technologies for pipeline networks as well as ensuring coordination and collaboration on research, development, and technology between PHMSA, industry, and public stakeholders. Last year, an NSPS statement was included in a Senate hearing.

NSPS government affairs consultant John Palatiello and registered lobbyist John "JB" Byrd last week attended a coalition meeting in support of the USGS 3D Elevation Program (3DEP). The meeting in Arlington, Virginia, featured keynote remarks by Jennifer Gimbel, Assistant Secretary for Water and Science, Department of the Interior, and chair of the Federal Geographic Data Committee (FGDC) and Kevin Gallagher, Associate Director for Core Science Systems at USGS. Coalition partners discussed the status of 3DEP, a recap of FY 2016 appropriations levels, and coordination of legislative activities in support of 3DEP.

NSPS lobbyist John "JB" Byrd recently met with Air Force Brigadier General Don Bacon, a Republican candidate for the U.S. House of Representatives (2nd District of Nebraska). He served in the intelligence, electronic warfare, reconnaissance and public affairs career fields and had 16 assignments all over the world. In a prepared statement for NSPS, General Bacon commented on his geospatial expertise and experience: "My first experience with geospatial data was when I was a second lieutenant assigned as an intelligence officer at Strategic Air Command Headquarters. I used our satellite imagery to study the Soviet command and control networks and then later their mobile intercontinental ballistic missile (ICBM) capabilities. As a first lieutenant I wrote short publications on the Soviet's Road and Rail mobile ICBMs and I was very dependent on the geospatial data that was available. Later as a brigadier general, I got to see just how far our nation has come with geospatial technology. Hyperspectral and LIDAR are just a couple of examples of tools that our nation can put in the tool kit to use in an unstable world. Our nation needs every competitive advantage and the geospatial community has been delivering!"
