NGS NOAA/NOS/National Geodetic Survey
Considering that the post in the newsletter about this topic came the day before the first webinar, we wanted to again remind readers of the 2nd webinar by Michael Dennis, Geodesist with NGS. The second webinar is on Thursday, April 12, at 2-3 pm ET, "Building a State Plane Coordinate System for the Future." It is a follow-up to the March webinar, providing more details on SPCS2022. The focus will mainly be on draft SPCS2022 policy and procedures that should be released for public comment before the April webinar. For those who were not able to join in at the scheduled times, both webinars will be recorded.

Apologizes to those who expected to hear West Virginia Surveyor Don Teter on March 12 discussing his perspectives on Continuing Education for Professionals, and his involvement in the newly established Surveying program at Fairmont State University. An unexpected issue came up with the station, so we had to postpone Don's appearance until May 14.
Be sure to join Host Curt Sumner on March 19 for his discussion with NSPS Young Surveyors Dan Kvaal and Chris Glantz, as well as James Shaw (and perhaps Gavin Schrock) with xyHt magazine regarding responses to the recent article "Real Surveying."

After a significant earthquake in New Zealand during November 2016, Eliot Sinclair conducted a survey of the Marina and surrounding area in Kaikoura, a coastal town badly affected by the earthquake. Multiple data collection and processing tools were used, including the Trimble SX10, Trimble Hydro Pro and Trimble Business Center.

Secretary of the Interior Ryan Zinke testified before the Senate Committee on Energy and Natural Resources. In his written testimony, Zinke promoted the U.S. Geological Survey budget for fiscal year 2019, stating, "The budget provides for continued collection of high-resolution elevation and hydrography data for the Nation, including modernizing maps for Alaska and complete national lidar coverage by 2033." NSPS and a coalition of producer and user groups is seeking an increase in funds for these data to be acquired over an 8-year period, as proposed in the USGS 3DEP plan.

The Congressional Budget Office (CBO) recently issued a report indicating that S. 2113, the Construction Consensus Procurement Improvement Act of 2017, would cost about $600,000 a year and $3 million to implement over the 2018-2022 period. The bill modifies the federal government's procedures for awarding design and construction contracts for federal facilities and would prohibit the use of reverse auctions for such awards for professional services on construction projects such as surveying and mapping. CBO also found that the Corps of Engineers and GSA generally do not use reverse auctions for complex procurements because such auctions do not consistently result in costs that are lower than those from sealed bids or negotiated procurements. NSPS, as a member of the Council on Federal Procurement of Architectural and Engineering Services (COFPAES), supports the bill.

NSPS lobbyist John "JB" Byrd recently met with Kristin Gaspar (R), a candidate for an open seat in the U.S. House of Representatives from California to be created by the retirement of Rep. Darrell Issa (R-CA). The primary in the 49th Congressional District is set for June 5, 2018. Currently serving as Chairwoman of the San Diego County Board of Supervisors, she was the first Mayor of Encinitas City ever elected in that city, and previously was the CFO of a physical therapy company.

The history of Tuck Mapping Solutions and LiDAR began in the 1990s with our firm flying a LiDAR system for Airborne Laser Mapping. Dave Ward had a project for a developer near Williamsburg, Va. It ran along Interstate-64.
