NSPS to vote on proposed bylaws amendments during general membership meeting

During its Sept. 30, 2012, meeting, the NSPS Board of Directors approved several Bylaws amendments associated with its recently initiated 100 percent Joint State/National membership program. A vote to adopt these changes will occur during the upcoming General Membership meeting that is scheduled for 8 a.m. EDT on Saturday, April 13 at the Hilton Gaithersburg hotel located in Gaithersburg, Md. Virginia surveyors work to alter legislation
Virginia Association of Surveyors
A delegation representing the Virginia Association of Surveyors recently met with staff of Gov. Bob McDonnell to suggest that a bill (SB804) passed by both houses of the Virginia legislature be amended prior to being signed into law by the governor. The background for SB 804 is that the counties of Louisa and Goochland had voluntarily adopted a
boundary agreement. The counties were required to file a petition to the circuit court to relocate or change the boundary line between them.

When Superstorm Sandy hit the East Coast in October 2012, it left a wide swath of damage and destruction in its wake. Gayron de Bruin, a 14-person land surveying and engineering firm based in Bethpage, N.Y., a Long Island hamlet, was among the businesses that were severely affected. "I was actually at work during the day as the storm got going," says GdB President Christine Gayron, LS.

Have you heard of NAVCEN?

By Gavin Schrock, PLS: If you use GPS for surveying, you might have heard of NAVCEN. If not, then I highly recommend getting to know this valuable resource. As a land surveyor, you are accustomed to having a fair amount of control over the elements of your survey. But when it comes to using GPS as part of a survey, you are relying on an external resource, a constellation of artificial satellites orbiting above.

A good place to get a sense of where the geographic information system field is headed is Lattie F. Coor Hall at Arizona State University in Tempe, Ariz. That's the home of the 30-credit-hour Masters of Advanced Study in GIS Program within ASU's School of Geographical Sciences and Urban Planning. Here, students are exposed to not only the latest GIS concepts but also ever-evolving technologies.
Monitoring the ionosphere with integer-leveled GPS measurements

It's not just for positioning, navigation and timing. Many people do not realize that GPS is being used in a variety of ways in addition to those of its primary mandate, which is to provide accurate position, velocity and time information. The radio signals from the GPS satellites must traverse the Earth's atmosphere on their way to receivers on or near the Earth's surface.
Congressman grills GSA acting administrator on GIS-based federal land inventory

Rep. Kevin Yoder, R-Kansas, questioned GSA Acting Administrator Dan Tangherlini regarding Ffderal agency ownership of land, buildings, facilities and other real property assets, and an inventory thereof, at a March 19 hearing of a House Appropriations Subcommittee. Yoder's probe confirmed the Federal government lacks a current, accurate, accessible geo-enabled inventory of its land holdings.

Brooks Act advocated by NSPS

John Palatiello testified on behalf of COFPAES, of which NSPS is a member, at a March 5 hearing on public-private cost comparisons hosted by the Office of Federal Procurement Policy in Washington D.C. Palatiello indicated the "Brooks Act" (40 USC 1101 and FAR part 36.6) provides for qualifications-based selection of architecture-engineering services, including surveying and mapping, which should be applied to any public-private cost comparisons for such services.
