North Carolina Division of Emergency Management
The State of North Carolina is hosting a webinar on Tuesday, April 11 at 2:00 PM EDT to introduce the Certified Floodplain Surveyor (CFS) Program. The purpose of this webinar is to provide the attendees an overview of the CFS program that was implemented in North Carolina in 2002. FEMA’s pilot program in North Carolina was preceded by agreements between FEMA and its regional office, the North Carolina Society of Surveyors (NCSS), the National Society of Professional Surveyors, and the North Carolina Division of Emergency Management (NCEM).
The webinar will provide information on how to:
- Implement a CFS program in your state;
- The benefits of the CFS program;
- The information that is available from North Carolina to help you start a program in your state.

NCEES
NCEES has extended the online survey for the Principles and Practice of Surveying exam content review to March 31, and has requested assistance from NSPS to find additional volunteers for this important study by sharing this news with NSPS members.
The information is posted online at http://ncees.org/ncees-seeks-professional-surveyors-expertise-advice/. A PDF of the news release is also available for download on this page.
The survey will be used to update the specifications for the PS exam.

The voice of the surveying profession was heard loud and clear in Congress last week as NSPS members visited with members of their Congressional delegations as part of the 3rd Annual National Surveying, Mapping and Geospatial Conference. More than 80 NSPS and MAPPS members from 35 states visited more than 200 members of the U.S. Senate and House of Representatives to discuss three issues (NFIP/Flood Map Reform, Infrastructure, and Private Sector Utilization). Pictured here is NSPS Director Dan Martinez of Nebraska meeting with Sen. Deb Fischer (R-NE) to discuss the importance of surveying and mapping data and services to infrastructure projects. Last year, Sen. Fischer was the sponsor of the PIPES Act of 2016, P.L. 114-183.

John Palatiello, NSPS Government Affairs Consultant and President of the Business Coalition for Fair Competition of which NSPS is a member, testified before the House Natural Resources Subcommittee hearing on Federal Lands last Thursday in a hearing on "Identifying Innovative Infrastructure Ideas for the National Park Service and Forest Service". In his oral presentation (starting at 19:20 of the video) and in response to questions, Palatiello highlighted private sector utilization, the Federal Land Asset Inventory Reform (FLAIR) Act, and the role for surveying and mapping in planning, design, construction, operation and maintenance of infrastructure.

The NSPS Board of Directors last week endorsed a model bill for introduction in state legislatures to build local support for the USGS 3-D Elevation Program (3DEP). NSPS has been an advocate seeking to have Congress fully fund 3DEP. State surveying societies are urged to have the model bill introduced in their state legislature to create state-level support for 3DEP that complements the NSPS effort at the Federal level.

NSPS Lobbyist John "JB" Byrd attended the first meeting of the National Geospatial Advisory Committee (NGAC) meeting under the Trump Administration. Key updates included topics ranging from the National Address Database and Parcel Data, to the 3D Elevation Program (3DEP) and the Geospatial Platform.
GPS World
The Adjacent Band Compatibility Assessment evaluated the adjacent radiofrequency band power levels that can be tolerated by GPS and GNSS receivers, to advance the U.S. Department of Transportation's understanding of the extent to which such power levels impact devices used for transportation safety purposes, among other applications. The paper describes the testing approach and data analysis used to develop interference tolerance masks based on a 1-dB carrier-to-noise-ratio degradation.
