I am communicating today to make you aware that the leadership of KSU has agreed to continue the BSSM degree program. The program will continue to be assessed in the future, with the expectation that more students will enroll in the program and more graduates will be produced going forward. This is great news for our profession here in Georgia. SAMSEF has committed to work with the KSU faculty and leadership to explore ways to re-tool the program, and to help find ways to bolster the number of students and graduates from the program.
Thanks to all of you who took the time to write letters and to call me regarding this issue. Our voices have been heard — we will continue to have a degree program for land surveyors here in GA for the foreseeable future, but we must be diligent about improving the program if we plan to see it survive long term.

This was the first physical meeting of the year, although there have been several virtual sessions of the whole TMAC and of the subcommittees working on each of the three issues identified in the letter to us from Roy Wright, Deputy Administrator, as included with my last written report. Broadly, those three areas we have been requested to address in 2017 are aspects of floodplain management relating to structure-based flood risk assessments (as opposed to "in/out" designations), communication of residual risks and erosional hazards, and how to incorporate future conditions into the mapping program. (I am on the subcommittee addressing the second of these topics.) When referring to "mapping" the term is used loosely, as that is the term most commonly used but in the digital environment it means digital display derived from layers of digital data.
The two-day meeting included quite a few informational presentations as requested by TMAC to assist us in addressing the three issues.

There were quite a few surprises found in the recently released Fiscal Year 2018 Budget Outline by the Trump Administration. Even though the Department of Homeland Security (DHS) funding would be increased, the National Flood Insurance Program (NFIP) Flood Hazard Mapping Program would be "zeroed out" from $190 million. And while the Environmental Protection Agency (EPA) funding would be decreased, the outline would provide robust funding for critical drinking and wastewater infrastructure including $2.3 billion for the State Revolving Funds, a $4 million increase.

The Congressional Budget Office (CBO) has scored S. 110, the Senate version of the Digital Coast Act of 2017. CBO stated that S. 110 would authorize the appropriation of $4 million a year over the 2018-2022 period to continue NOAA's Digital Coast program. Under that program, NOAA makes geospatial data, decision-support tools, and best practices regarding the management of coastal areas available on a public website. (In 2016, NOAA used $4 million of appropriated funds to carry out the Digital Coast program.) CBO estimates that implementing the bill would cost $20 million over the 2018-2022 period, assuming appropriation of the authorized amounts. NSPS has long advocated enactment of this legislation.

Correa earned his Juris Doctor JD, and Masters in Business Administration from UCLA, is a licensed attorney, and a licensed real estate broker. His time in the banking private sector prepared him to solve real problems, and earned him a seat in the California State Assembly in 1998. Serving his first term from the 46th Congressional District of California, he was appointed to the committee on Homeland Security and serves as Ranking Member of the Subcommittee on Oversight and Management Efficiency.

The Association for Unmanned Vehicle Systems International has released a report that finds nearly 90 percent of the waivers granted by the Federal Aviation Administration under Part 107 went to small businesses. According to the report, most of the waivers allow businesses to operate unmanned aircraft systems at night, which is not permitted under the current rule.
