The NFIP has recently been in the news. The Washington Post recently ran a feature in which a university professor debunks myths on floods and the paper ran an editorial that urges Congress to reform NFIP. Additionally, a new National Academy of Sciences report calls for different approaches to predict and understand urban flooding. Meanwhile, a report anticipates gravity surveys conducted by aerial acquisition by NOAA/NGS could eliminate the need for elevation certificates by land survey.
BLM
The BLM is happy to announce that Dominica Van Koten has been selected as the new permanent Washington DC Chief Cadastral Surveyor. Dominica has spent the last 11 years as the BLM Eastern States Office, Chief Cadastral Surveyor. In this position she has been responsible for the management of the BLM cadastral survey program in the 31 states east of and bordering the Mississippi River. Before transferring to the Eastern States Office, Dominica spent 17 years working for BLM at the Alaska State Office in various positions; including Field Surveyor and Navigability Section Chief. She is an Alaska licensed land surveyor and holds a Bachelor’s degree in surveying engineering from Ferris State University in Michigan. Dominica will report for duty in the Washington DC Office on April 29, 2019.
Note: NSPS congratulates Dominica on her appointment, and looks forward to working with her in continuance of its long-standing relationship with BLM.

Readers of NSPS News & Views will recall that on March 20 an article was published regarding the Online Graduate Education in Surveying program at the University of Maine. This article focuses on the online undergraduate version of the U Maine program.
In 2018, the University of Maine gave the Surveying Engineering Technology (SVT) program permission to offer an online degree in surveying in conjunction with the resident surveying program. The enrollment in the undergraduate (live and online) SVT program has jumped from approximately 40 students to over 120 students in two years. The majority of the students in the surveying program are enrolled in the online surveying program.
Five years ago, the surveying program was in danger of being eliminated and is now recruiting a full-time faculty to help with the high student numbers. The online program is a success story.
The program provides degree opportunities and eventually licensing opportunities to those who are not able to attend a brick and mortar school. Those individuals able to attend full-time state or regional surveying program are encouraged to do so. Without question that avenue for surveying education is the fastest method of obtaining a degree and often provides networking opportunities that last a lifetime. However, for those individuals with families, conflicting employment, or enrolled as full-time students in a community college, taking surveying courses online is the only realistic way to obtain a surveying degree.

On April 6, the heart of the U.S. global positioning system satellites that send out not only precise geographic coordinates, but also vital time signals to billions of computer users around the world, will reset their onboard week counters to zero this Saturday, and that could leave some older GPS receivers unprepared for the change and potentially out of sync with other systems. The 24 satellites operated by the U.S. Air Force that make up the GPS system provide longitude, latitude and altitude measurements to users on Earth. They also offer very precise time, thanks to multiple atomic clocks onboard. GPS receivers embedded in everyday devices such as smartphones, as well in industrial and banking applications, decode these signals to determine time to within 100 billionths of a second accuracy. As part of its timekeeping function, GPS signals track the number of weeks lapsed since the satellite constellation began keeping time on Jan. 6, 1980. Because the onboard computers use a 10-bit system to track the number of weeks, the counter needs to reset to zero every 1,024 weeks or every 19 years — computers use a binary system to represent values, so a bit can be either a 1 or a 0, and with 10 bits, the maximum value is 2 to the 10th power, or 1,024.

The introduction of a Senate bill, S. 933, would advance data collection of the Great Lakes, oceans, bays, estuaries, and coasts. The Bolstering Long-Term Understanding and Exploration of the Great Lakes, Oceans, Bays, and Estuaries Act, or the BLUE GLOBE Act, would accelerate technology innovation, grow the marine workforce, and develop a better understanding of the blue economy. NSPS was first consulted about the drafting of the bill by staff of Sen. Sheldon Whitehouse (D-RI) last May. Section 14 of the BLUE GLOBE Act reauthorizes NOAA's Hydrographic Services Improvements Act (HSIA) through Fiscal Year 2024. GNSS spoofing is more wide spread than previously believed and being used to not only misdirect satellite navigation users but to deny GNSS service altogether, according to a new report by the Center for Advanced Defense Studies, anon-profit that analyzes transnational security issues.
In its report Above Us Only Stars the Center (also called C4ADS) details the evidence for spoofing pointing to consistent, widespread GNSS disruptions and geolocation errors in and around the Russian Federation, Crimea and Syria.
