FSMS
Each year, NSPS encourages its respective state affiliate societies to request a National Surveyors Week Proclamation from the Governor of their state.
The April issue of "The Florida Surveyor," the official publication of the Florida Surveying and Mapping Society (FSMS), reports that in addition to obtaining a proclamation from the Governor, FSMS members and Chapters reached out to their local cities and counties, resulting in numerous Proclamations honoring National Surveyors Week.

After a couple of unavoidable postponements for his appearance, Scott Fein (PLS, CWRE, CFedS) will join host Curt Sumner to discuss the far reaches of surveying in the modern world, beyond making maps and marking lines/corners.
Scott is the County Surveyor for Jackson County, OR. He says that marijuana legalization has brought the need and desire to know who's is what and where it is to a new level in Southern Oregon. State law regulating the new legal crop points directly to platting statutes which have a multitude of related land use implications.

The Committee on Energy and Commerce of the U.S. House of Representatives held a hearing this week on a discussion draft bill to reauthorize the Environmental Protection Agency (EPA) brownfields development program. A brownfield is "a property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant." EPA estimates there are more than 450,000 brownfields in the United States. EPA's Brownfields Program empowers states, communities, and other stakeholders to work together to safely clean up and sustainably reuse brownfields, and utilizing geospatial data in the process. Brownfields grants from EPA provide essential funding for assessment, cleanup, area-wide planning, and revolving loan funds.

Michigan Governor Rick Snyder (R) recently announced a pilot program to start mapping the state's infrastructure assets — including, roads, bridges, sewer lines, gas lines, electric lines, storm water pipes — in a 3D digital system. He offered a grand vision of how this plan could work, but few specifics, such as how much the pilot would cost and exactly who would have access to the valuable, yet sensitive, information once it is in the system. The concept behind the digital mapping was one of the recommendations that emerged from the governor's 21st Century Infrastructure Commission. Snyder's program could be a model for a NSPS-supported surveying and mapping program in the $1 trillion federal infrastructure proposal expected soon from the Trump Administration.

NSPS lobbyist John "JB" Byrd, met recently with Rep. Jim Banks (R-IN)., who prior to being elected to Congress, worked in both the commercial construction and real estate industry in Fort Wayne over the past decade and served in the Indiana State Senate from 2010 to 2016. With two federal budgets in play simultaneously, defense spending increases being proposed from multiple directions and a looming government shutdown it's easy to lose track of where things stand with GPS funding.
The immediate priority for congressional appropriators is to get their 2017 budget bills passed and signed before April 28, the expiration date of the continuing resolution presently keeping federal offices funded and open.

The last column, February 2017, focused on addressing the following questions: (1) Is the large GPS on BM residual due to an issue with the NAVD 88 orthometric height or the NAD 83 (2011) ellipsoid height? and (2) Should stations with large GPS on BM residuals be included in the development of NGS' hybrid geoid models?
