A recent article posted by WTOP in Washington brings to mind other efforts related to identifying and preserving the DC Boundary Stones. One such effort began in 1989 as a result of an idea which was presented by a group within ACSM. The project was initiated to resurvey the DC boundary lines and stones, and morphed to include attempted collaboration with a monument preservation effort by the Daughters of the American Revolution. The effort that went into this project was totally volunteer, and was funded by donations. In reading the recent article about the stones, the thought occurred that perhaps the writer might have thought to consult with the District of Columbia Surveyors Office, considering that it all started with a survey. Just sayin!

A recent Government Accountability Office (GAO) report found that during fiscal years 2005 through 2016, Congress appropriated about $66 billion in military construction funds (MILCON) to the active duty Army, Navy, and Air Force for projects. GAO determined that DOD cost estimators did not follow all the best practices associated with the four characteristics — comprehensive, well-documented, accurate, and credible — of a reliable estimate for these projects. GAO's Cost Estimating and Assessment Guide identifies 12 steps that, if used, are more likely to result in reliable and valid cost estimates. However, DOD's construction guidance — the Unified Facilities Criteria — does not include all of these steps. Until DOD incorporates these steps, DOD and congressional decision-makers may not have reliable estimates to inform their decisions regarding appropriations and the oversight of projects. GAO recommended that DOD ensure that its cost estimating guidance fully incorporate the steps needed for developing reliable cost estimates.

I consider myself well versed in preparing ALTA/NSPS Surveys, and ran into something new. The review attorney is insisting I make reference to, and show, future drive cuts/access to the surveyed property. There is an approved site plan indicating these drive cuts. We DO show all EXISTING drive cuts and curbed access to the property. My stance is ... we are not required to show "FUTURE" improvements. As a minimum I would offer to add a note saying there is future access to the site as shown on "approved site plans," but would rather not. Before I go any further here, what is your opinion?
Response:
There is a new title insurance endorsement whereby clients can get title coverage relating to future improvements. That is probably the source of the request. There is nothing wrong with showing proposed improvements, but doing so should be a negotiated and stated in Table A Item 21. I would just be very clear where the information specifically came from, and also very clear what is existing vs what is proposed.

The U.S. Senate this week confirmed James Reilly as USGS Director. In February, President Trump nominated Reilly. In March, the Senate Committee on Energy and Natural Resources held a hearing on his nomination. On Monday of this week, the Committee discharged his nomination and the Senate confirmed him on a voice vote. In his testimony before Congress, he referenced the 3D Elevation Program, "I have explored for and produced critical minerals required to build the technologies to drive our economic future, experienced natural cataclysmic effects where information from LANDSAT and 3DEP, as examples, could mitigate impacts, and have spent almost three decades working in systems engineering for space systems applications."

NSPS lobbyist John "JB" Byrd recently met with Dan Hamilton (R), a candidate for an open seat in the U.S. House of Representatives from South Carolina created when Rep. Trey Gowdy (R-SC), Chairman of the House Committee on Oversight and Government Reform, announced he would not seek re-election. The primary in the 4th Congressional District is set for June 12. A longtime businessman involved in real estate and currently serving as a State Representative since 2008, Dan also serves as Deputy Majority Whip, and is a member on the Labor, Commerce & Industry and Rules Committees. Dan is known as a champion of free markets, good government and pro-growth policies.

When the wrangling finally ended and the funding bill for fiscal year 2018 was finally signed on March 23, the GPS program found itself with an unexpected plus-up of nearly $90 million to support both a new back-up system and work on military GPS receivers.
Overall the program got the $243.4 million requested in fiscal year 2018 for GPS III development and the $85.89 million sought for GPS III procurement.
