To date, $3,800 in new contributions have been received from individuals and State Surveying societies to supplement the fund which supports the NSPS team that will manage the Boy Scouts Surveying Merit Badge booth during the July 19-28 Jamboree in West Virginia. A significant number of other donations have been pledged, but not yet received. To fulfill a pledge, or to make a new donation, contact Trish Milburn (trisha.milburn@nsps.us.com) or Curt Sumner (curtis.sumner@nsps.us.com) at NSPS Headquarters. Checks should be written to "NSPS Foundation" and noted as "Boy Scouts Jamboree Fund." NSPS has managed the booth during every Jamboree (held every four years) since 1987, and depends heavily on donations from the Surveying community to assist with funding this all-important activity.

Last week, NSPS lobbyist John "JB" Byrd attended the Congressional Hazard Caucus briefing on "Saving Lives Through Hazards Mapping And Monitoring." Natural hazards affect every state in the nation. Earthquakes, volcanoes, landslides, tsunamis, hurricanes and other hazards, result in billions of dollars in annualized losses to the United States. These hazards threaten lives and property, disrupt services, damage infrastructure and threaten economies. Mapping and monitoring of these hazards is a proven way to effectively save lives and protect our nation's infrastructure. Attendees learned how geologic and hazards mapping and monitoring are used to prepare and protect our communities from natural hazards. The USGS presentation, "Saving Lives and Protecting Infrastructure Through Foundational Mapping," focused on the importance of elevation data, such as data collected from LiDAR and the 3D Elevation Program (3DEP), for infrastructure planning, design and resiliency.

The U.S. Bureau of Land Management (BLM) has halted the controversial Obama-era land surveys along the Red River boundary with Oklahoma which was deemed a 90,000-acre land grab. Several landowners, three counties and one sheriff sued the BLM in 2015 in federal court, claiming it is "well-established" that Texas begins at the southern bank of the Red River and federal ownership is limited to the bottom half of the sandy riverbed outside of the state. The lawsuit says the BLM claims the boundary extends past that, sometimes by over a mile. BLM has denied that it plans to engage in a future “land grab” around the Red River, but landowners still alleged that the surveys meant the federal government claimed it owns up to 90,000 acres of Texas land along 117 miles of the river. Steve Beyerlein, acting BLM chief cadastral surveyor, said the land surveys may be cancelled, corrected or reinstated after an investigation is conducted. This issue was the subject of litigation, Congressional legislation, and a presentation at the 2016 MAPPS-NSPS National Surveying, Mapping, and Geospatial Conference.

Jack Bergman (R-MI), who prior to being elected to Congress, served as a Three-Star General in the Marine Corps, carried passengers safely from one destination to another as a pilot for Northwest, and started his own business in the medical equipment field. Serving his first term from the 1st Congressional District of Michigan, he was appointed to the committees on Natural Resources, Budget, and Veterans Affairs.
