The National Society of Professional Surveyors (NSPS) held its 18th Annual Student Competition, on April 11, 2019 as part of the 2019 NSPS Spring Meetings in Arlington, VA. The 2019 competition topic was “Utilizing remotely sensed data in a modern surveying practice”. Each team completed a project, prepared a technical report & poster, and gave a formal presentation to a panel of judges. Thirteen schools with undergraduate degree programs in surveying, mapping or geomatics participated in this year’s competition. READ Full Press Release

A delegation from among the NSPS Executive Committee members were granted an audience last week with the White House Specialist handling infrastructure as part of the National Economic Council which is tasked to lend expertise to the President. For the better part of an hour, the NSPS delegation discussed the surveying profession’s vantage point on Infrastructure priorities with special emphasis on State and Local coordination with USDOT.
Leading up to the meeting at the White House, the Chairman of the Senate Committee which is drafting the Infrastructure Bill had briefed NSPS membership. The White House recognizes NSPS' voice on Infrastructure and wants to continue to engage the Surveying profession with infrastructure efforts on the Hill.

Senators Tammy Baldwin (D-WI) and Lisa Murkowski (R-AK) were joined by Representatives Dutch Ruppersberger (D-MD) and Don Young (R-AK) in bipartisan and bicameral introduction of the Digital Coast Act of 2019 (S. 1069/H.R. 2189). NSPS members advocated co-sponsorship of this legislation last week during the "2019 NSPS Day on the Hill." In statements of support, NSPS Executive Director Curt Sumner said, “The provisions of the Digital Coast Act will significantly enhance the Digital Coast project through the creation of a sustainable program to utilize geospatial technologies to map and monitor the coastal waterways of the United States, providing an invaluable benefit to the public, and to the professionals whose charge is to protect their health, safety, and welfare." And Terry Van Hout, President of the Wisconsin Society of Land Surveyors (WSLS) said, "The Wisconsin Society of Land Surveyors (WSLS) commends Sen. Baldwin for her leadership in introducing this legislation which will create a program to implement the recommendations of numerous reports that have highlighted the need for surveying data of our coasts, harbors, ports, shorelines and resources for economic growth, recreational activities, and conservation of our fragile coastal environment.”

In February 2019, the USGS Hawaiian Volcano Observatory (HVO) released a preliminary map of lava flow thicknesses for Kīlauea volcano’s 2018 lower East Rift Zone eruption. This map was produced by comparing pre-and post-eruption models of the flow field, a process described in greater detail in HVO’s March 7, 2019 edition of Volcano Watch. During the eruption, USGS geologists intentionally painted several ground control points (GCPs) onto abandoned roads because that is the ideal way to conduct a ground control survey. Unfortunately, access limitations at the time prevented an even distribution of the GCPs. As a result, it has been necessary in our recent survey to use preexisting features, such as the ends of roadway centerlines or the corners of concrete slabs, for GCPs. The 23 GCPs were accessed by air or from the ground (including hikes through dense forest), all in the interest of achieving a uniform distribution around the 2018 lava flow. Preliminary results are encouraging, as the GCP elevations fall consistently within 1 m (3 ft) of the surfaces in the LiDAR DEMs. Work to reprocess the structure-from-motion DEM with the ground control data is ongoing, but it should result in HVO's publication of a finalized lava thickness map—hopefully in the near future—for Kīlauea Volcano's 2018 lower East Rift Zone eruption.

A recent Congressional Budget Office (CBO) report found that damage from hurricane winds, storm surges, and heavy rain impose costs on private entities, such as households and businesses, and on all levels of government. Such damage affects the federal budget in at least two ways: 1) If the President declares a disaster in response to a severe storm, that declaration can lead to significant federal spending for repairs and assistance; and 2) When claims on the federally administered National Flood Insurance Program (NFIP) exceed the program's receipts from insurance premiums, net federal outlays rise. FEMA sets NFIP premiums on the basis of flood insurance rate maps, and those premiums determine the program's ability to pay claims.

The $2 billion lawsuit filed by Harbinger Capital Partners against Apollo Global Management over whether Apollo knew about GPS interference issues has been stayed yet again — again at the request of Ligado Networks, the current holder of the frequencies involved.
The suit was filed in December 2017 but after a series of delays and now three stays it has failed to move forward. The latest stay pushes action back to May 22, when, the parties said, they might seek an additional stay.

Five U.S. Departments of Transportation have uploaded photologs with 40 million images covering 270,000 miles of road data to Mapillary, the computer vision-powered street-level imagery platform, in an effort to understand infrastructure and road safety at scale through computer vision, a form of artificial intelligence. The news is announced as the Mapillary platform was recently recognized by the US Federal Highway Administration as an important tool for understanding and improving road safety.
