NSPS
International Union of Operating Engineers Local 15D has been utilizing the NSPS CST program for the last 3 years. They are currently offering courses twice a year for the NSPS CST-1 and CST-2 at their training facility in Ozone Park, NY. Local 15D has approximately 1,200 members in its Local.
Due to the rise in technology in surveying as well as the lack of traditional surveying knowledge and skills with its younger members, there was a need for the Union to find a program that will help assist in the training of our members.
The CST Board has been instrumental in helping Local 15D design study materials and courses outlined to assist our instructors as well as our members. Local 15D trains their members in-house and is continually looking for new ways to enhance their surveying program with real world skills as well as classroom study.
The CST program was the perfect fit for the union because of its mix of online training, in-house study and nationally recognized testing/certifications. This 8-week course was designed with the help of the CST Board specifically for our Local, and that personalization has been vital to the success of the program and members. IUOE Local 15D looks forward to working with the CST program in the future.

Surveyors Historical Society has teamed up with Ralph Gipson (many of you will remember Ralph from the Bilby tower project), the local chapter of the Louisiana Society of Professional Land Surveyors, and other prominent local surveyors and historians to put on a "Rendezvous to Remember."
The event will be held September 12-15, 2018. The conference hotel is the Astor Crowne Plaza, French Quarter, New Orleans, LA.

How did you start your surveying legacy? Each one of us has had an event that took place that steered you to fall in love with surveying. What was that for you? What course changed your life? My story started as an engineering technician for a civil engineering firm. As a young man, I always enjoyed math and history, so I wanted to do something in the engineering field. I just wasn't sure which discipline in engineering. After a week-long stint of pulling cross-sections by hand and plotting on those large gridded sheets, I was asked to assist the survey crew. My crew chief handed me a plumb bob and told me to hold that plumb over the point. What? — I soon learned the methods of the field crew, as the rear chainman. The crisp morning air, the instruments, the meticulous angle and distance measurements, the records, and the property markers. I was hooked.

This is a hypothetical situation — I want to make that perfectly clear. Any resemblance to actual people, places or projects is purely coincidental. I don't need a lawsuit, disciplinary action or to retain an attorney for simply projecting current trends into the near future. I am hoping that this little thought exercise will open some eyes, that's all.
The time: 2020. The place: Reno, Nevada. A routine cease-and-desist letter prepared by a licensing board kicks off a lawsuit, affirms a recent Supreme Court decision and ends professional land surveying as we know it.
The facts are these:
Chet, a longtime hobbyist control-line and remote control model airplane pilot purchases his latest toy, a DJI Mavic Air drone which comes complete with onboard GPS and Glonass and a gimbal-mounted 12 megapixel camera. In the process of mastering his new toy, Chet starts dabbling in aerial photography too. While doing some research on-line he discovers that shareware is available which would allow him to produce surface topography and ortho-rectified imagery easily. Chet is an assayer by trade and has an above average intellect. He finds that using the free mapping software is no challenge and soon he is making contours maps, 3-D viewsheds and color orthophotos. He spends another thousand bucks and buys a large format plotter and starts making poster-sized aerial maps for his friends.

The House Committee on Agriculture will meet to mark up the "Agriculture and Nutrition Act of 2018," H.R. 2. NSPS government affairs consultants, John M. Palatiello & Associates, Inc., has prepared a briefing memo highlighting sections of the bill which will create a need and demand for surveying, mapping and geospatial data. In addition, the Congressional Budget Office recently published a cost estimate for the bill.

Last week, the House Transportation and Infrastructure Committee Chairman Bill Shuster (R-PA) introduced the bipartisan FAA Reauthorization Act of 2018 (H.R. 4), a five-year bill to reauthorize the programs of the Federal Aviation Administration, provide long-term stability for the Nation’s aviation community, continue investment in U.S. airports, and make necessary reforms to improve American competitiveness and safety in aviation. Sections 331-341 of the bill cover safety and implementation of Unmanned Aerial Systems (UAS) in the domestic airspace.

The federal government is rumored to be nearing a decision about Ligado Networks' request to repurpose its satellite frequencies to also support a ground-based telecom network. Those frequencies neighbor the band used by GPS. Testing done both several years ago and more recently has shown such a system could seriously interfere with GPS receivers.
