NSPS Officers began their 2020 terms in an installation ceremony during the annual NSPS General Membership meeting on April 17, 2020. The President, President-Elect, and Past President serve one-year terms. The Secretary and Treasurer will serve the second year of a two-year term. The installation was conducted by NSPS Executive Director Curt Sumner.

The Federal Communications Commission (FCC) announced this week that it has unanimously approved with conditions Ligado’s application to deploy a low-power terrestrial nationwide network in the L-Band that will primarily support 5G and Internet of Things services. The order includes conditions to ensure that adjacent band operations, including the Global Positioning System (GPS), are protected from harmful interference. The GPS Innovation Alliance, of which NSPS is a member, issued a statement on the FCC action.
More information will be posted about the reaction to this approval as it develops.

The Department of the Interior last week appointed 13 individuals to serve as members of the National Geospatial Advisory Committee (NGAC). The NGAC provides advice and recommendations on national geospatial policy and management issues, the development of the National Spatial Data Infrastructure (NSDI), and the implementation of the Geospatial Data Act of 2018. The NSDI promotes geospatial data sharing across all levels of government, the private and non-profit sectors, and the academic community. The NGAC has 30 members, including NSPS member Gary Thompson, selected to achieve a balanced representation of the varied interests associated with geospatial programs and technology. NGAC members serve staggered three-year terms on the committee. The NGAC meets three to four times per year. The NGAC was authorized under the Geospatial Data Act of 2018.

The NOAA Hydrographic Services Review Panel (HSRP) Federal Advisory Committee will have a virtual public meeting via webinar on April 28, 2020, 1pm EDT, to focus on NOAA’s navigation services. The HSRP is a federal advisory committee that provides NOAA with independent advice on improving the quality, efficiency, and usefulness of NOAA’s navigation-related products, data, and services. The HSRP advises the NOAA Administrator about its navigation (i.e. nautical charts and ENCs), physical oceanographic (i.e. tides & water levels), geospatial, positioning, and shoreline programs, products, and services. There are two public meetings each year in different port regions at which we seek public comments from stakeholders and partners. Due to COVID-19 the April 2020 in-person meeting has been moved to September 22-24, 2020.

NSPS lobbyist John "JB" Byrd recently held a webinar call with Madison Cawthorn (R), a candidate for the U.S. House of Representatives in the 11th Congressional District of North Carolina. This is an open seat caused by the decision of then-Congressman Mark Meadows (R) to retire at the end of this Congress, and who is now The White House Chief of Staff. As a small businessman, Madison is the owner and CEO of a real estate investment company and a motivational speaker. The primary runoff in North Carolina is scheduled for Tuesday, June 23, 2020.

Three more conferences, including AIxSPACE, the European Navigation Conference and the Connected & Autonomous Vehicles Conference, have been rescheduled for the fall due to the coronavirus pandemic.
AIxSPACE, originally scheduled for June 1, has been rescheduled to take place Nov. 2. The European Navigation Conference has been rescheduled for Nov. 22-25. Finally, the Connected & Autonomous Vehicles Conference will now be taking place Aug. 10-13.
