S. 1144, the Flood Insurance Rate Map Interagency Technology (FIRM IT) Act of 2019, has been introduced in the U.S. Senate by Senator Marco Rubio (R-FL). A companion bill, H.R. 2318, was reintroduced in the U.S. House of Representatives by Representative Bill Posey (R-FL). This legislation would direct FEMA to consult with the Department of Defense, the U.S. Geological Survey, and the National Oceanic and Atmospheric Administration in order to obtain the most up-to-date information relevant to National Flood Insurance Program (NFIP) rate maps. This will allow policy holders who utilize NFIP to have the most accurate data for flood hazard identification. Quoted in the Senator's news release, NSPS Executive Director Curtis W. Sumner, said, "NSPS commends Senator Rubio for introducing the FIRM IT Act which focuses on data sharing, and specifically improving efforts on topographic and cadastral data where it is available." Dianne M. Collins, PSM, President of the Florida Surveying and Mapping Society (FSMS) said, "Florida Surveying and Mapping Society applauds Senator Rubio for this beneficial legislation. The inclusion of geographic attributes in the FIRM IT Act will provide a better platform for our state's citizens and the Federal agencies in addressing flood risk management and recovery." Pictured here with Sen. Rubio is NSPS Federal Lobbyist John "JB" Byrd.

The cable news network CNBC has published a list that includes surveying among the 15 best outdoor professions. The report stated, "These workers determine property boundaries using precise measurements and provide data on the shape and contour of the planet’s surface for engineering, mapmaking, and construction projects, according to the [Bureau of Labor Statistics] BLS. They often testify in court regarding survey work that establishes the official land and water boundaries for deed, leases and other legal documents. To become one, you typically need a bachelor’s degree as well as a license in order to certify legal documents and provide surveying services to the public."

The U.S. Environmental Protection Agency (EPA), the Long Island Sound Study (LISS) and the University of Connecticut's (UCONN) Department of Marine Sciences announced this week the publication of the Long Island Sound Habitat Mapping Initiative website. The Long Island Sound Habitat Mapping Initiative is a federal, state and academic partnership using cutting-edge technologies to collect data and develop advanced seafloor maps to make better-informed decisions for managing the sound. The sound's diverse seafloor topography supports equally diverse habitats, providing environmental and economic benefits such as recreational and commercial fishing, tourism, marine transportation, wildlife habitat, flood and storm mitigation, and water filtration. The new website provides background information and goals for the mapping initiative, summaries of ongoing and finished field work, interpretive story maps describing results, and pictures and video illustrating the beauty and complexity of the underwater habitats of the sound.

Point of Beginning
An informal reader poll posted on the POB web site asked how land surveyors handle notification of adjoining property owners when conducting a survey. Since not everyone takes the step of proactively notifying adjoining property owners when they are working in the area, we also asked how land surveyors responded to questions or hostility.

If we were to believe Steven Spielberg's version of the future, curiously, robots can't blink. It seems like mechas, as the life-like robots in his movie AI: Artificial Intelligence are called, lack the AI codes to involuntarily close and open their mechanical eyelids. Notice how almost all robots in Hollywood movies follow the same no-blinking pattern. Watch The Terminator movies, if you don't believe me.

GPS World
Recent years have seen an increase in drivers turning to cheap GNSS jamming devices in order to move around undetected or to thwart built-in anti-theft systems or road tolling systems. These jammers not only knock out their own GNSS receiver, they also block GNSS signal reception in a radius of several hundred of meters. There is a growing demand for automatic detection of these illegal jammers to help catching the offending driver.

July 20, 1969, 20:17 UTC. "Houston, Tranquility base here. The Eagle has landed." Neil Armstrong calmly communicated these words from the surface of the moon to those patiently waiting on earth. Six hours later, Armstrong exited the lunar module, Eagle, and stepped onto the lunar landscape at 02:56:15 UTC on July 21, 1969. Edwin "Buzz" Aldrin joined Armstrong 19 minutes later on the Mare Tranquillitatis, while command module pilot Michael Collins piloted Columbia in lunar orbit.
