The leadership of the Senate Committee on Environment and Public Works released drafts of two pieces of water infrastructure legislation. The two bills include draft water resources development legislation, titled America’s Water Infrastructure Act of 2020 (AWIA 2020), and draft drinking water legislation, titled the Drinking Water Infrastructure Act of 2020. The draft of AWIA 2020 includes approximately $17 billion in new federal authorizations. It will support our nation’s economic competitiveness by increasing water storage, providing protection from dangerous floodwaters, deepening nationally significant ports, and maintaining the navigability of inland waterways across the country. It will also repair aging wastewater and irrigation systems. The draft of the Drinking Water Infrastructure Act of 2020 includes approximately $2.5 billion in federal authorizations. It reauthorizes programs under the Safe Drinking Water Act (SDWA) to provide resources and technical assistance to communities to help meet their drinking water needs. The Committee is also planning to markup the bills this week.

A nationwide program considered by the pipeline industry as vital to its profitability has been suspended by the U.S. Army Corps of Engineers. This comes on the heels of a ruling by a Federal district court judge in Montana that a blanket permit used for decades by pipeline companies and public utilities to build energy infrastructure across streams and wetlands in the United States with virtually no environmental review violates the Endangered Species Act. The ruling effectively puts on hold approximately 360 pending notifications to entities approving their use of the permit, according to U.S. Army Corps media representatives. Pipeline and electric utility industry representatives said the effects could be widespread if the suspension lasts, affecting both construction and maintenance on potentially thousands of projects. That includes major pipelines like TC Energy’s Keystone XL crude oil line from Canada to the U.S. Midwest, the Mountain Valley natural gas pipeline in Virginia and power lines from wind turbines and generating stations in many parts of the U.S. The Trump Administration is expected to appeal the district court decision.

NSPS joined a coalition of organizations on a letter to President Trump supporting the inclusion of the Highway Bill and other associated infrastructure as part of Phase 4 of the Covid 19 recovery legislative options. A broad coalition of 71 organizations signed on to the letter noting, "Increased highway, bridge, public transportation and safety program funding will support direct job creation and retention. This will put in place capital assets that enhance supply chain efficiency and access to jobs, services, materials and markets for decades. …We stand by your side ready to rebuild the highways, bridges and public transportation systems that are so critical to the nation’s post-coronavirus rebound."

NSPS is part of a coalition of organizations that sent a letter to the House and Senate appropriations committees in Congress supporting funding for FEMA's National Flood Insurance Program (NFIP) in fiscal year 2021. The coalition of 23 organizations signed on to the letter urging Congressional appropriators "to maintain appropriated funding of at least the FY 2020 level ($262.5 million) for FEMA’s Flood Hazard Mapping and Risk Analysis Program. Appropriations as close as possible to the full authorization level of $400 million would help move the nation to better coverage with up-to-date flood maps more quickly."

NSPS lobbyist John "JB" Byrd recently met with Peter Meijer (R), a candidate for the U.S. House of Representatives in the 3rd Congressional District of Michigan. This is an open seat caused by the decision of current Congressman, Rep. Justin Amash, to leave the Republican party and to run for the Libertarian party nomination for President of the United States. In 2010, Meijer deployed to Iraq as a non-commissioned officer, setting aside his studies to serve with an intelligence unit at joint US-Iraqi bases in the Baghdad area gaining the rank of sergeant. After his military service, he focused on disaster response and humanitarian efforts, both domestic and international. He last served with these efforts in Afghanistan, delivering emergency assistance to aid workers after kidnappings and targeted killings. From Afghanistan, Meijer pursued his MBA at New York University before returning to Michigan to work in urban redevelopment. The primary in Michigan is scheduled for Tuesday, August 4, 2020.
