I have had numerous discussions regarding what is exactly required of the surveyor with regard to Table A, Item 11. I have attempted to explain to various clients that Table A Item 11 is not an "optional item" anymore unless they want the underground utilities located and reflected on the survey. I have had a surveyor advise they were not aware that attempting to obtain the utility plans and calling 811 were required of them.
Would you please be able to shed some light as to what exactly is the surveyor's responsibility as well as the owner's?
Response:
Generally the owner has no responsibility regarding Table A item 11 other than to provide copies of utility plans, if asked (although if the owner is a utility company, they may have policies against providing copies of utility plans). I suppose in the legal world, however, someone might successfully claim that if the owner had some knowledge of certain underground utilities that they should have shared that information.
Of course, depending on the state, the owner may or may not be a party to the surveyor's contract, which could also have a legal bearing on their responsibilities.
I understand what you say about Table A, Item 11 not being an "optional item;" however, I would state it differently, viz., "Observed evidence of utilities is no longer an option, it is required under Section 5.E.iv. of the standards. However, if you want to try and identify utility locations based also on plans and 811 locate request markings, you need to select Table A item 11."
I am perplexed by a surveyor who did not understand their responsibilities under Item 11 unless they simply have not read them ...

The U.S. House voted 360-59 yesterday to pass the FIRST STEP Act, H.R. 5682, a prison reform bill that includes Section 406, to expand the authority of Federal Prison Industries (FPI) to take away work from the private sector, including small business. The provision allows FPI to expand its product offering to public entities for use in penal or correctional institutions; public entities for use in disaster relief or emergency response; and the government of the District of Columbia. The Business Coalition for Fair Competition (BCFC), of which NSPS is a member, opposed FPI expansion into these new markets. Prospects for the bill in the U.S. Senate are not favorable.

NSPS Federal Lobbyist John "JB" Byrd met last week with Acting Administrator of the FAA Dan Elwell. They were able to discuss the role of the professional surveyor, UAS, and the term and implications of "congested area" interpretation which has been used in the latest draft of the FAA Reauthorization bill in Congress.

The U.S. Department of Energy's National Renewable Energy Laboratory (NREL) has published a dataset containing minute by minute data on the barometric pressure, wind speed and direction, relative humidity, temperature, and air density for nearly five million locations in the United States from 2007 to 2014. The data could enable researchers to analyze wind quality and variability over time in different locations to decide the optimal places to build wind turbines. Due to the large size of the dataset, NREL also released GitHub notebooks on how to access the data.
