A recent Congressional Research Service (CRS) report found that Congress is currently considering reauthorization of the National Flood Insurance Program (NFIP) for either a shorter or longer term, while the program is still dealing with the financial impact of the 2017 and 2018 hurricane seasons. Expanding the role of private insurers, including reinsurers, has been seen by many as an answer to the variability of the financial position of the NFIP. Increasing participation by private insurers could transfer more flood risk from policyholders to the private insurance sector, as opposed to transferring the risk to the federal government through the NFIP.

Host Curt Sumner will be joined by three individuals who have led the efforts related to the Certified Floodplain Surveyor (CFS) program. Gary Thompson is a pioneer in the creation of the program and continues his involvement in its expansion beyond its initial development in North Carolina. Dan Brubaker is the NC NFIP Coordinator and is also active in the North Carolina CFS program. Bart Crattie (NSPS Director/Tennessee) was instrumental in establishing the program in Tennessee, and has presented its attributes to his fellow NSPS Directors.

NSPS Federal Lobbyist John "JB" Byrd met last week with Rep. Ron Estes (R-KS). Currently serving Kansas’ 4th Congressional District, Rep. Estes is a member of the House Committee on Ways and Means. Since being sworn into office in April 2017, Congressman Estes has been a leader on passing landmark tax reform, rolling back burdensome regulations while defending Wichita’s aviation industry. He has a degree in civil engineering and a graduate degree in business administration and is a former Kansas State Treasurer.

A recent Government Accountability Office (GAO) report found that the Global Positioning System's (GPS) next generation operational control system's (OCX) program schedule continues to be optimistic and, with significant development remaining, more delays are likely for delivery, acceptance, and operation. The U.S. military and the public depend daily on GPS data. OCX, the ground system that will command and control next generation GPS satellites, is one of several interdependent systems the Air Force is developing to modernize GPS. OCX has been hampered by delays and $2.5 billion in cost growth since the program started in 2012. The Air Force set a new baseline for cost and schedule in 2018 after OCX breached its cost threshold in 2016.

GPS World
The National Space-Based Positioning, Navigation and Timing Advisory Board has scheduled a meeting for June 6-7 at the Westin Hotel in Alexandria, Virginia, reports the Civil GPS Service Interface Committee.
The meeting will be open to the public up to the seating capacity of the room. Visitors will be requested to sign a visitor's register.

Jay Merkle, executive director of the Federal Aviation Administration's UAS Integration Office, commented before Congress the FAA plans to release its remote identification ruling for UAS in July.
Under the rules, a unique identifier broadcast by the UAV would allow the FAA, law enforcement, and pubic officials to identify the operator of a particular UAV, based on the registration information associated with the aircraft.
