Recently, a number of requests related to Elevation Certificates have been received at NSPS headquarters via the NSPS website "Contact Form." In one case, the inquirer noted that they had been notified by FEMA that they may be eligible for a reduction in flood insurance premiums by contacting a Professional Surveyor to provide an elevation certificate. NSPS staff has researched the matter further and found that the "notification" (whether sent by FEMA, or just found on their website) is actually a fact sheet. The fact sheet says "Contact a surveyor from your National Society of Professional Surveyors state affiliate: nsps.us.com), but doesn't link to the NSPS website page where one can find their state affiliate. The fact sheet also links to a download for the elevation certificate.
In any case, it appears that land owners are finding the fact sheet, and are interested in procuring the services of a Professional Surveyor. When requests come in to NSPS headquarters, staff directs the requester to the state affiliate in their state. Hopefully, many of you are getting work from this.

A May 3, 2017 article, "History Hunters in Search of Michigan's Survey Legacy," posted in NSPS News & Views discussed "more than 200 years ago, surveyors accompanied by chainmen, axe men, hunters, and cooks set out across the land now known as Michigan to chart and mark the land for settling. Senators Orrin Hatch (R-UT) and Mark Warner (D-VA) were joined last week by Senators Dean Heller (R-NV) and Ron Wyden (D-OR) in joint introduction of S. 1253, the "Geospatial Data Act" which is a bill to improve the coordination and use of geospatial data. NSPS successfully negotiated revisions in the bill to move responsibility for chair of the Federal Geographic Data Committee (FGDC) to the Office of Management and Budget within the executive Office of the President, to establish a statutory role for private sector utilization while clarifying, broadening and codifying application of the Brooks Act; and establish the primacy of state law on licensure of surveyors.

A recently introduced bipartisan bill is attempting to bring the regulation of UAS down to the local level. S. 1272, the Drone Federalism Act of 2017, would establish a process for federal, state, local and tribal governments to work together to manage the use of recreational and commercial drones. The bill, sponsored by Sens. Dianne Feinstein, (D-CA), Mike Lee (R-UT), Richard Blumenthal (D-CT), and Tom Cotton (R-AR) allows communities to create low-altitude speed limits, local no-drone zones or rules that are appropriate to their own circumstances. Feinstein has long been a critic of drone technology who has impeded efforts to expand commercial activities. The bill would be a significant departure from some 60 years of law that "the United States Government has exclusive sovereignty of airspace of the United States" (49 USC § 40103).

In the interim since the full group's last meeting, the three subgroups have been working on our assigned pieces of responses to the letter from Roy Wright, Deputy Associate Administrator Administrator. Because of disagreements between the FEMA TMAC representative and other TMAC members about what we were being asked to address, several additional interactions between FEMA and the members of the future conditions subgroup resulted in what the chair of that study group termed as FEMA taking another bite of the apple (expanding the request even further).
