The House of Representatives last week passed H.R. 1261, the National Landslide Preparedness Act, thanks to the leadership of the bill’s sponsor, Rep. Suzan DelBene (D-WA). The bill passed by voice vote and now goes to the Senate. It includes a NSPS-supported provision to authorize the USGS to implement a 3D Elevation Program (3DEP), authorized at $40 million annually, to update and coordinate the collection of elevation data across the country. 3DEP will help communities plan for and respond to natural hazards, update the nation’s topographic maps, and inform a myriad of uses including public safety, national security, planning, infrastructure, transportation, agriculture, and natural resource management. NSPS Federal Lobbyist John "JB" Byrd continues to work closely with Rep. DelBene, pictured here, on 3DEP funding thanks to a bipartisan letter sent to the House Appropriations Committee on "robust funding" for USGS 3DEP in FY2020.

The National Geospatial Advisory Committee (NGAC) met this week in person for the first time this year. With the recent reappointment of NSPS member Gary Thompson of North Carolina to the NGAC, the agenda included updates on the implementation of the Geospatial Data Act (GDA) of 2018, revisions to OMB Circular A-16 and the re-drafting of the Infrastructure issue papers. The NGAC provides advice and recommendations related to the Federal government, through the Department of the Interior, on management of Federal and national geospatial programs, the development of the National Spatial Data Infrastructure (NSDI), and implementation of the GDA. NGAC member Gary Thompson is pictured here with Tim Petty, Chair of the FGDC Steering Committee and Assistant Secretary for Water and Science U.S. Department of the Interior as Mr. Petty provided welcoming remarks to the NGAC.
Note: Gary Thompson has also recently been named to the Space-Based Positioning Navigation & Timing (PNT) Board.

On June 6, the Additional Supplemental Appropriations for Disaster Relief Act, 2019, became Public Law 116-20. NOAA received $31,570,000 for mapping, charting, and geodesy services and FEMA's National Flood Insurance Program (NFIP) was reauthorized through September 30, 2019. A summary is available here. As indicated by this statement issued by The White House, this critical bipartisan legislation provides $19.1 billion to help Americans recover from the catastrophic disasters that have struck the Nation in the past three years.

The New Zealand Transport Authority partnered with Catalyst and Orbica to revolutionise CAS, the Crash Analysis System used by engineers, policy makers and researchers around New Zealand to make roads safer.
Using open source geospatial tools, CAS presents the data of every crash reported by Police from 1980 to today. The system uses maps and reports that can be interrogated for detailed analysis to support roading planning, policing, policy initiatives and other critical activities.

Esri has partnered with Microsoft to integrate the former's ArcGIS Enterprise geospatial analytics tool into Microsoft Azure to enable cloud-based mapping for operations such as field support and emergency response.
Microsoft will use the artificial intelligence-driven ArcGIS platform for its Tactical Edge and Azure Cognitive Services products to combine cloud services and sensor data for geographical analysis functions, Esri said.

ADS-B transponder problems on some aircraft stem from a bad update to a large class of aviation receivers, according to a blog on the Resilient Navigation and Timing Foundation website. The Air Traffic Control System Command Center issued a blanket waiver on June 9 for all flights having GPS/ADS-B issues with their transponders. On June 9, the FAA published a map purporting to show an area of GPS signal degradation in the United States.
