Al Pittis, an 86-year-old resident of Plainfield, NJ and a member of the Plainfield Cultural Heritage Commission, came across old photographs from 1963 showing the four mayors of Scotch Plains, Plainfield, South Plainfield, and Edison holding a meeting at the exact spot where their towns met. Mr. Pittis approached Mayor Adrian Mapp of Plainfield with the idea of recreating the photos with an event that had not taken place in 54 years. Mayor Mapp enthusiastically embraced the idea and spearheaded the project, reaching out to his three neighboring mayors and contracting RVE for the surveying work needed to find that exact spot once again.
In order to do that, RVE completed deed and file map research at both Union and Middlesex County court houses. Then, a survey crew was sent to locate any existing property control, and that information was used to calculate the exact spot of intersection for the four municipalities and two counties. In the process, RVE found an old field map of the area from the early 1900s that showed the four municipalities and two counties, as well as displayed old property corners. Locating those corners in the field helped RVE determine the exact location of intersection. After all the research and calculations, RVE’s field crew staked out and "marked" the spot.
Several months later, on a partially cloudy day in late May, county officials began blocking off a section of Woodland Ave. There, on the newly paved asphalt, a giant emblem had been painted marking the location where the four municipalities met. The circle was divided into four pieces and the names of the municipalities were painted in their respective sections.
In honor of the occasion, RVE donated a special brass disk to set into the center of the asphalt marking. It was also divided in four and engraved with the municipalities names. The four mayors, Scotch Plains Mayor Al Smith, Edison Mayor Thomas Lankey, South Plainfield Mayor Matthew Arnesh, and Plainfield Mayor Mapp dedicated the marking with a proclamation of fellowship and collaboration. They vowed to continue the ceremonial meeting on that same day every year, for years to come.

Arthur Dodge, Wendell Bibbs, and Charles Adamson with donated brass disk.

President Trump this week is placing a strong emphasis on workforce development. Secretary of Labor Alexander Acosta and Secretary of Education Betsy DeVos, along with the President’s daughter Ivanka Trump and Reed Cordish of the Office of American Innovation, have been promoting job creation opportunities. Secretary Acosta addressed this issue at the President’s first meeting with a fully confirmed Cabinet, delivering a presentation on the importance of expanding opportunities in America and the need for all agencies to support the Administration’s initiative. A memorandum discussing this policy issue, which every member of the Cabinet received at this week is available here. To learn how state surveying societies, local chapters, and individual surveyors can participate in a NSPS campaign to promote workforce development to recruit and prepare the next generation of surveyors, click here.

The Committee on Financial Services in the U.S. House of Representatives has begun consideration held a begun consideration of several bills to reform the National Flood Insurance Program (NFIP). A comprehensive bill authored by Rep. Sean Duffy (R-WI), chairman of the Subcommittee on Housing and Insurance, that includes mapping reforms associated with "mapping fairness" for policy holders by enhancing the development of more accurate estimates of flood risk through new technology and better maps, is the main legislation to be considered. NSPS has been advocating a series of reforms which may be added to the bill.

"Every profession is affected by government policy in some way or another. The bigger the impact a given policy has, the more those affected tend to voice their concerns. Unfortunately, many feel like there is nothing they can do to change things, or they are intimidated by what the responsibility of getting involved might entail. So why get involved in policy in the first place? How can geospatial professionals make a positive difference on their profession through political advocacy?"

Ethics and the geospatial industry: A combination so bursting with relevance to our world today that choosing a single starting point is a challenge. We can talk about cars, such as how China is on its way to requiring 100% compliance with state-monitored navigation systems installed in cars in western China, or how borrowing money to buy a car could mean allowing the lender to track and even control the car.

GPS World
Robust position, navigation, and timing services from low Earth orbit are here today, providing augmentation to GPS where GPS isn't available. The addition of navigation signals from LEO provides a number of benefits. The proximity of LEO satellites has the potential to provide much stronger signals than the distant GNSS core-constellations like GPS in medium-Earth orbit.
Today, the only LEO system with global coverage is the Iridium constellation used primarily for communications.
