Earlier this week, the U.S. Senate unanimously passed a bill, previously approved in the House of Representatives, to reauthorize the federal pipeline safety oversight board, sending the measure to President Obama for his signature. In addition to extending the Pipeline and Hazardous Materials Safety Administration (PHMSA), the bill also makes changes to PHMSA safety policies, including an effort to provide more insight into the regulatory process and give the Department of Transportation more power in the event of pipeline emergencies. It also directs the PHMSA to finalize regulations Congress directed it to write in its 2011 reauthorization measure. Significant to NSPS, it includes a provision on using geospatial technology to improve mapping and location data. The bill was a bipartisan product in both the Senate and the House, which passed it unanimously last week. Sponsors of the Senate bill, Sens. Deb Fischer (R-NE) and Cory Booker (D-NJ), hailed the bill as an important step toward improving the safety of the federal pipeline network. “It will also provide greater resources for state and local pipeline safety officials,” Fischer said. Of importance to professional surveyors, the bill ensures coordination and collaboration on pipeline mapping, research, development, and technology between PHMSA, industry, and public stakeholders. NSPS supported provisions strengthening geolocation data for pipelines and other underground utility infrastructure through enhanced underground utility location data requirements.

NSPS lobbyist John "JB" Byrd earlier this week met with Scott Angelle (R), a candidate for Congress from the 3rd district of Louisiana, an open seat currently held by Rep. Charles Boustany (R) who is running for the U.S. Senate. Angelle has a degree in Petroleum Land Management and his business career has included strategic planning, risk management, and petroleum land management. He was appointed by Gov. Kathleen Blanco in 2004 as Secretary of the Department of Natural Resources (DNR) and Chairman of the State's Mineral Board and reappointed to those posts by Gov. Bobby Jindal in 2008, making him the first DNR Secretary to serve governors of different parties. At DNR, he focused on improving levee board governance, coastal management and restoration, making Louisiana a more attractive province for oil and gas investment, environmental legacy lawsuit reform, and managing the state-owned mineral assets and water resources. Knowledgeable about LiDAR technology and the importance of elevation data, Angelle told NSPS’s Byrd that "elevation is the salvation of inundation." In 2010, he was appointed as the 52nd Lt. Governor followed by a unanimous confirmation by both chambers of the Louisiana Legislature. During his tenure as Interim Lieutenant Governor, he was the state's point person to negotiate an end to the Gulf of Mexico drilling moratorium and provided the leadership to help streamline federal oil and gas permitting. Louisiana's state primary will be held on the general election day, Nov. 8.

Ligado Networks, which earlier this year changed its name from LightSquared, is moving forward with plans to tap its 1.6 GHz spectrum holdings in an attempt to launch "5G" network services. The company said this week it filed details of its plans with the Federal Communications Commission for using its controversial spectrum holdings to "accelerate the move to 5G" to tap 40 megahertz of mid-band spectrum to support mobile broadband deployments outside current GPS operations. Ligado currently controls around 40 megahertz of spectrum in the 1.6 GHz band initially tied to the company's ongoing operation of a satellite-based communications system, and has been attempting to garner approval for using some of that spectrum for a ground-based wireless network. LightSquared late last year emerged from bankruptcy protection precipitated by the FCC's refusal to grant the company access to its spectrum licenses due to interference concerns with some GPS equipment radiating outside of GPS channels. LightSquared was attempting to use the spectrum as part of a "4G" network deployment plan with Sprint that would have seen it resell access to third parties. Steps in the current proposal are said to include using 10 megahertz of spectrum nearest to GPS transmission strictly for satellite communications; a promise to the Federal Aviation Administration to maintain transmission power at levels that would not interfere with airline communications; support for an auction of spectrum adjacent to the upper band controlled by Ligado, though require the winning bidder to fund "the creation of and transition to a high-speed Internet access and cloud-based distribution of weather data."
