Do you work in a coastal area along the Atlantic, Gulf of Mexico, Great Lakes, Puerto Rico, or the U.S. Virgin Islands? If so, you should be familiar with Coastal Barrier Resources System (CBRS) boundaries. Properties within the CBRS are affected by restrictions on many types of federal funding and financial assistance, including flood insurance. CBRS designations should be noted in Section B12 on FEMA Elevation Certificates due to the flood insurance implications. Updated CBRS boundary data and a new “CBRS Validation Tool” (which can confirm whether properties are in the CBRS) are now available from the U.S. Fish and Wildlife Service (USFWS). Additionally, CBRS boundaries were recently removed from the static Flood Insurance Rate Maps. The USFWS’ new dynamic CBRS data layer is now displayed in FEMA National Flood Hazard Layer Viewer instead.

The Committee on Financial Services of the U.S. House of Representatives last week approved H.R. 3167, the National Flood Insurance Program (NFIP) Reauthorization Act of 2019. The bill, approved by a 59-0 vote, includes provisions led by Rep. Vicente Gonzalez (D-TX) and supported by NSPS. It reauthorizes the NFIP, administered by FEMA, for five years. Gonzalez and Rep. Alex Mooney (R-WV) offered a series of reforms that use state-of-the-art surveying and geospatial technology, data integration, enhanced map accuracy data standards. Rep. Maxine Waters (D-CA), Chair of the Financial services Committee, included these proposals in the final legislation to make NFIP more solvent, protect taxpayers, and provide more equitable insurance premiums through more accurate flood maps, Reformed flood mapping will enable the NFIP and FEMA to work toward new goals that promote national security, infrastructure planning and construction, and natural disaster prevention. According to a news release issued by Gonzalez, Pat Smith, RPLS, NSPS Government Affairs Committee chair and Senior Vice President of SAM, LLC, a national surveying and geospatial services firm headquartered in Austin, Texas, said, "The mapping reforms incorporated into H.R. 3167, the NFIP Reauthorization Act of 2019, are critical to the effectiveness of this program. The integrity and timeliness of mapping is critical for the fair and accurate assessment of flood risks, and thus the protection of the public. The National Society of Professional Surveyors highly commends Representatives Vicente Gonzalez and Alex Mooney for their leadership on the mapping reforms included in the Act."

A federal advisory panel last week called on the Department of the Interior (DOI) to keep access to the imagery from its long-running Landsat satellite program free and open. Any effort to collect fees for such data would generate little money and would actively damage the U.S. remote sensing industry, the panel said in a report. The Landsat program, which began in 1972 and is managed by the U.S. Geological Survey (USGS), has produced the world’s longest-running series of satellite images, documenting the vast global changes caused by humanity over the past 47 years. In 2017, DOI asked its National Geospatial Advisory Committee (NGAC) to evaluate the possibility of once again imposing charges for using Landsat data, among other approaches to raising revenue.

The Federal Communications Commission (FCC) recently completed an auction for 24 GHz spectrum that telecommunications carriers will use primarily for wireless backhaul for their 5G networks. In almost every other country that is deploying 5G networks, 24 GHz is among the spectrum bands most critical to their success. Although the auction is over, the National Oceanic and Atmospheric Administration's (NOAA's) National Weather Service and the NASA have raised concerns and publicly criticized the FCC for conducting the auction. NOAA and NASA have two primary concerns with the FCC’s recent auction: 1) the potential for harmful interference in adjacent bands (i.e. the 23.6-24 GHz spectrum band) when collecting weather data through the use of microwave sensors measuring atmospheric levels of water vapors, and 2) the alleged procedural breakdown between them and the FCC on its auctioning of blocks of the 24 GHz spectrum band.

The U.S. House Appropriations Committee has approved an additional $10 million above FY19 funding of $37.6 million as part its U.S. Department of Interior Fiscal Year 2020 bill for fundamental mapping work to be managed by the U.S. Geological Survey. These funds, described as an essential underpinning of the USGS 3D Elevation Program, will support and enhance drinking water protection, hazards resilience, infrastructure design, natural resource management and fundamental research applications.

The director of the Department of Defense's new Space Development Agency said that one of his priority projects is to create an alternate GPS capability using frequencies different from those of the current constellation.
"When I say alternate I mean truly alternate," Fred Kennedy told a breakfast meeting of the Mitchell Institute for Aerospace Studies. "I don't mean one that relies on GPS. I mean that it's independent of GPS."

Antennas used with ground penetrating radar come in different shapes and sizes. The largest antennas typically radiate the lower frequencies necessary to detect the deepest targets. The smallest antennas radiate the highest frequencies that provide the greatest resolution required to detect small, shallow targets. The "best" antenna for a job is the one with the highest frequency that can still detect objects at the desired depth.
